Position Summary: Related services are provided to advance the achievement of students with disabilities, in connection with their educational programs. The fundamental objective of related services is to help maximize each student's ability to achieve his or her educational goals. The Office of Related Services (ORS) provides supervision, professional development, and support to help schools ensure that services are as effective as possible.
Under the direct supervision of the Related Services Strategic Advisor, with the widest latitude for independent action and decision-making, the Director, Programmatic Operations, provides senior level leadership for efforts to support the management and implementation of various initiatives within the Office of Related Services (ORS). The Manager of Programmatic Operations will also support the ORS clinical and operations team in the management of Related Services contracts and support to students, schools, and families who receive services from contracted agencies and independent agencies and providers. The Manager of Programmatic Operations will work closely with key stakeholders in the development of school-based practice resources (including web-based), for providers, school staff and families, towards appropriate mandate recommendations (including T5) The Manager will lead implementation of SEED, Weekend, Afterschool, and Summer related services programming across all settings (preschool, D1-32 and support Chapter 683). The Programmatic Operations Manager will support ORS Preschool Itinerant Team expansion, in close collaboration with Program Directors, ORS Director of Strategy and Finance, and related staff. This role will also support managing and resolving programmatic, operational, and clinical escalations through collaboration with ORS, SEO, and other stakeholders.
This position participates at the most senior level in the design, supervision, and implementation of system-wide related service initiatives emanating from the central Division of Inclusive and Accessible Learning (DIAL), including but not limited to, compliance with local, state and federal requirements for service delivery to students with disabilities, special education data improvement efforts, and systemic changes aimed at improving service provision and academic and functional outcomes for students ages 3-21. They participate in activities aimed at improving parent satisfaction, and parent engagement, and will oversee cross functional learning/professional development for the Office of Related Services. Key Relationships: Works closely with the Strategic Advisor for Related Services, Executive Director of Operations, and other senior division leadership, Senior Director for Strategic Initiatives, Directors and Managers of Speech, Occupational Therapy, Assessments, Para Professional and Physical Therapy services, D75 leadership, Division of School Finance, Human Resource and Finance Directors, Directors for Special Education, Committee on Special Education (CSE) Chairs, as well as other New York City Public Schools (NYCPS) partners.
Responsibilities - Manages complex special education projects pertaining to the delivery of service to students aged 3-21, at the request and direction of the Strategic Advisor for Related Services, ORS, Executive Director of Operations, ORS, Chief of Special Education, senior Special Education Office and Divisional leadership.
- Coordinates with the Related Services team in the development and implementation of ORS projects and initiatives, including, but not limited to , citywide Sensory Exploration, Education and Discovery (SEED), Afterschool and Weekend Academy, Summer programs, pre-K programs and specialized programs. This includes supporting and facilitating actions between school administration, related service providers, special education teachers, and families. Close collaboration and planning with Division of School Facilities, Space Planning, the Division of Contracting and Purchasing (DCP) and contracted vendors on an ongoing basis.
- Oversees the implementation and management of related services contracts, including, but not limited to, providing trainings, technical assistance, and service level agreement metrics monitoring.
- Supports and acts as a liaison between public, charter, and non public schools, ORS clinical and operations teams to communicate protocols and policies, address escalations and develop and enhance partnerships.
- Coordinates professional development and trainings for NYCPS staff, agency, independent providers, school (public, charter, non-public) and families.
- Works closely and effectively with schools, Related Service Supervisors, Related Service Providers, Supervisors of Psychologists and School Psychologists, Deputies of Special Education, D75 Clinical and Support Services, Committees on Special Education (CSEs), and other key staff to ensure IEP mandated OT, PT, SP, and paraprofessionals are effective in supporting school and student goals and well-integrated with the school and classroom culture.
- Synthesizes and interprets NYCPS compliance system data to drive targeted mandate appropriate interventions, resources and supports.
- Trains Related Service Supervisors on the utilization of NYCPS systems, compliance data, and service trends, to ensure timely provision of related services.
- Coordinates with the Related Services Specialist in the development and implementation of the citywide Sensory Exploration, Education and Discovery (SEED) expansion, to include supporting and facilitating actions between school administration, related service providers, special education teachers, and families;
- Collaborates and plans with Division of School Facilities, Space Planning, the Division of Contracting and Purchasing (DCP) and contracted vendors on an ongoing basis.
- Leads the multi-disciplinary ORS summer workflows, across all ORS managed summer programs, including ASD, preschool, D1-32, D75, SEED and other related work.
Qualification Requirements: Minimum A master's degree from an accredited college in education, guidance, educational administration and supervision, or a related field and at least two (2) years of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher, one (1) year of which must have been in a supervisory/consultative capacity; or A baccalaureate degree from an accredited college and three (3) years of full-time satisfactory professional experience as described in "1" above; or A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus seven (7) years of full-time, satisfactory professional experience as described in "1" above; or A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent as well as the two (2) years of full-time satisfactory professional experience as described in "1" above. Salary : $110,012 - $124,217
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
