Job Duties

The Virginia Department for Aging and Rehabilitative Services, in collaboration with community partners, provides and advocates for resources and services to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families.

The Policy, Legislative Affairs, and Analytics Division serves as an agency resource by providing research, analysis, and communication of information to guide effective planning and decision-making. The mission of the Analytics, Research and Program Evaluation unit is to provide valid, accurate, timely and innovative data analysis and interpretation to internal and external stakeholders allowing for informed decision making.

We are seeking a Vocational Rehabilitation Lead Program Evaluator to provide data analysis for decision making within the vocational rehabilitation program. This position is responsible for oversight of the Consumer Satisfaction Survey process and reports. This position consults with agency staff and other agencies/entities on statistical, mathematical and research methodologies. The position also provides support to grants awarded to the vocational rehabilitation program.

Duties include but are not limited to:

  • Performance Management - Supervises and provides direction for analytics analysts.
  • Analysis, Program Evaluation, and Reporting of the Vocational Rehabilitation Program - Manages the design and conducts program evaluations, research, surveys, and data analysis primarily of the vocational rehabilitation program.
  • Internal and External Data Communications - Manages and is responsible for multiple and substantial presentations to the State Rehabilitation Council, Statewide Managers' Meetings, Grant Meetings and Trainings, etc.
  • Grant Support - Consults/analyzes data for the Pathways Grant and the EPIC Grant and other grants as may be appropriate.
  • Other duties &/or special projects as needed - Provides support for agency/projects/initiatives.

Completes duties and/or projects as needed or directed by supervisor.

Minimum Qualifications:

  • Extensive experience in program evaluation and review, statistics/statistical analysis, programming, mathematics, or a related field.
  • Extensive experience with data analysis, statistical software and computer applications to complement and enhance project management.
  • Prior work experience in research, analytics and program evaluation.
  • Knowledge of and experience with statistical computing software including EXCEL and SPSS.
  • Knowledge of qualitative and quantitative analysis including parametric and non-parametric methods.
  • Knowledge and experience with relevant software (PowerPoint, Word, Access, Excel, etc.) and survey software (SurveyMonkey, RedCap, etc)
  • Knowledge of survey methodology.


Skills/Abilities:

  • Excellent communication skills, both verbal and written.
  • Ability to synthesize complex data and analyses and develop recommendations on policies and procedures, staff training needs, managerial and program changes to improve services and increase efficiency.
  • Ability to thrive autonomously.
  • Ability to interpret federal reporting requirements and implement the processes necessary to satisfy those requirements.

Additional Considerations:
• Knowledge of program languages including SAS, R, and Python.
• Knowledge of mapping techniques.
• Knowledge of vocational rehabilitation programs.
