Position Title: Manager of Private Market Impact Investments

Salary: $80,000-$90,000

Position Summary:
The Manager - Private Market Impact Investments is responsible for assisting on a number of investment objectives, fiduciary duties, and strategic initiatives for the Private Markets Impact Investment portfolio. This includes support for due diligence and oversight for the impact focused strategies across the external investment portfolios of the Office of the Illinois State Treasurer, including, but not limited to, the Illinois Growth and Innovation Fund ("ILGIF"), FIRST Fund, the Student Empowerment Fund, and the long-term CDFI Investment program - known as the Private Market Investment Portfolios. The Manager - Private Market Impact Investments will utilize best practices to continually support effective oversight of various investment portfolios, measure investment performance, source new impact focused opportunities. The Manager - Private Market Impact Investments interacts with many divisions within the Treasurer's Office in the interest of achieving underlying policy objectives. Attendance and punctuality is essential.

Duties and Responsibilities:

• Support day-to-day management of the Student Empowerment Fund, impact sleeves within ILGIF and FIRST Fund, CDFI Investment Program, and other impact-oriented programs where applicable.
• Source, evaluate, and recommend new impact-oriented investment opportunities (funds and direct investments).
• Assist in the monitoring of investment performance results and manage the selection, retention, performance monitoring, and termination of external investment managers and companies/projects for the Impact focused allocations across the Private Market Investment Portfolios, and other prospective alternative investment pools.
• Maintain robust market intelligence on impact investing trends, products, and managers relevant to program mandates.
• Maintain investment and impact performance reporting frameworks.
• Assist with coordination efforts for current investment manager tracking and impact-related reporting requirements as a part of the monitoring process, while effectively communicating with investment managers and companies.
• Maintains a comprehensive understanding of the Treasurer's Office investment policies, relevant statutory requirements, and other pertinent operating guidelines to ensure effective analysis, reporting, and compliance.
• Coordinate timely review of quarterly, annual and special reports issued by program and investment managers to confirm the completeness and accuracy of the content, and to ensure senior management are well-positioned to assess the effectiveness of the program and investment manager performance.
• Draft educational and promotional content to support publications for external parties and implement outreach strategies, including presentations and meetings, to spread awareness of the related programs.
• Actively collaborates with Directors and Managers in the Office of the Illinois State Treasurer with responsibilities relating to externally managed investment programs.
• Performs other duties as assigned or required which are reasonably related to the duties enumerated above.

Specific Skills:

• In-depth understanding of the financial services industry and impact investing with prior portfolio analysis experience expected.

Education and Work Experience:
Bachelor's degree in accounting/finance/economics or a related field, preferred; Master's Degree in business/finance/economics, preferred; 2 to five (5) years' experience in areas of financial analysis, investments, portfolio management, and/or a related field; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities to carry out the duties of the position.
