OverviewThe Manager of Advance Planning (Program Scheduling) is responsible for leading, overseeing, and optimizing Electric Boat’s planning and scheduling processes to ensure the efficient and timely execution of current and future construction programs.
Reporting to the Director of Program Planning, the Advance Planning (AP) manager leads a team of planning professionals, collaborating with multiple organizations, to develop and manage comprehensive program construction schedules that align to the company’s strategic business objectives. The AP organization provides mission-critical support for EB leadership, program management teams, and functional organizations by providing/validating project management schedule build and test sequence accuracy, management and analysis of construction schedules, and proactive schedule risk and opportunity advisement.
This selected candidate will be responsible for providing leadership to AP groups supporting completion of the HARTFORD (SSN-768) Engineered Overhaul (EOH) program, strategic outsourcing of VIRGINIA Class and COLUMBIA Class major products at key focus factory partners, and Post Shakedown Availability (PSA) support. This manager will also be responsible for advance planning special projects, development of tools, processes, and training material needed to support proficiency development and efficient execution of the department.
The selected candidate will build and manage effective teams, understand and communicate data to drive business decisions, meet certification and compliance requirements, and maintain collaborative relationships with key stakeholders. In that role they will be responsible for Integrated Master Schedule development and maintenance, supporting Manufacturing Assembly Plan or build plan development and maintenance, as well as management and analysis of schedule related aspects of Electric Boat’s Earned Value Management System. This position requires immense communication with stakeholders and customers (including all Planning groups, Program Office, Ship’s Management, Operations, Finance, Materials, & Engineering). Additionally, a strong partnership with the AP Managers supporting modular construction in Quonset Point and supporting Final Assembly & Test in Groton to ensure handoffs of the construction network activities are seamless. They will also be responsible for ensuring construction network quality, accuracy, and compliance with all regulatory requirements (e.g., DCAA, DCMA).
This position requires a high degree of professionalism, political savvy, and clear, concise communication with all levels of management and internal and external personnel. The candidate must possess strong interpersonal skills and a teaming attitude. The selected candidate will also have experience with a working knowledge of Shipyard processes and electronic applications, supervisory and project management experience, and a track record of proven results.
Additional responsibilities include; performing schedule related studies as necessary, negotiating and implementing schedule changes as required, supporting department cost objectives, and ensuring full compliance with applicable Electric Boat procedures and department planning work methods.
Qualifications
Required:
- 8 years of EB experience, including 4 years in a supervisory capacity
- Experience in Planning, Operations, Test, Engineering, or Construction/Program Management
- Demonstrated knowledge and experience of Planning & Project Management processes and tools
- Experience with Artemis or project management software
- Experience or familiarity with earned value management system (EVMS), integrated management and control system (IMCS) and Manpower Plan data analysis / interpretation
- Experience working with multi-organizational teams, including internal and external customers
Preferred:
- Navy submarine service with understanding of joint fleet maintenance schedule integration
- Bachelor's degree
- Electric Boat leadership program (e.g., FLG or BLG) graduate
- PMP Certification
- Experience and familiarity with current Advance Planning processes
- Knowledge of Final Assembly and Test ship construction processes with an emphasis on design/function.
- Knowledge of submarines, including general knowledge of and submarine systems (purpose and operations)
- Experience and knowledge of the requirements for successfully integrating Test and Ship’s Force requirements into ships’ schedules is highly desirable.
- An expert user of Project Management Software, predominantly MS Project and ARTEMIS, is preferred.
