POSITION SUMMARY:
The Manger of Decision Support and Budgeting will work directly with financial management strategy, accounting, budgeting, decision support, and continuous improvement and contribute to the development of our strategic direction. In addition to these components, the Manager will develop policies and procedures in both finance and operational areas that are in alignment with and advance equity, inclusion, innovation and learning. The Manager of Decision Support and Budgeting is designed to indicate the general nature and level of work performed by employees within this classification. It is not designed to contain or be interpreted as comprehensive inventory of all duties and responsibilities required of employees assigned to this job.
POSITION EDUCATION/ QUALIFICATIONS:
• Bachelor's degree in Finance, Accounting or related field required; emphasis in Accounting, Finance or related field preferred.
• Master's degree preferred.
• Computer skills required with knowledge of Microsoft Office suite.
• Good written and verbal communication skills required.
• Ability to read, write and speak English required.
JOB KNOWLEDGE/EXPERIENCE:
• Ten years of progressive servant leadership experience leading a highly diverse workforce
• Five years of progressive experience managing acute/ambulatory clinic operations preferred
• Experience working with lean and continuous improvement concepts, and project management, development and implementation
• Strong working knowledge of hospitals, outpatient and ambulatory operations and workflows, preferred.
• Mission-driven professional with agility, energy and aptitude to excel in a dynamic, start-up like organization in alignment with DHR Health values.
• Track record leading end-to-end projects, managing a high volume of work with efficiency, and being able to execute effectively, shift priorities and solve problems creatively.

Responsibilities:
POSITION RESPONSIBILITIES:
• Manage and develop an annual budget process, decision support and cost accounting.
• Development and tracking of the annual capital and cash flow budgets.
• Promotes the facility mission, vision and values by effectively communicating them to others. Considers mission, vision and values in developing services, standards and practices.
• Demonstrated ability to translate an organization's mission into an overall finance/operations strategy focused on meeting needs as the basis for actionable, measurable plans.
• Contribute to the development of DHR Health strategic goals and objectives and the overall management of the organization, keeping the CFO informed of all important issues.
• Advise the CFO, Financial leadership, and other essential members of senior management on financial planning budgeting, cash flow, investment priorities, and policy matters.
• Ensure DHR Health is advancing its strategy, delivering status reports to leadership.
• Partner with finance, accounting and materials management to direct administrative and operational procedures, including treasury management, contracting and purchasing.
• Lead the annual strategic planning cycle and provide direction for organizational budget.
• Develop Proforma and perform lookbacks comparing to actual results.
• Production of reports for the Board and Committees.
• Plan and execute annual budget process with VPs, Directors and CFO.
• Prepares, reviews and analyzes financial studies and reports to trend and identify problem areas. Presents financial reports.
• Help assigned staff determine the need for staffing and presents to Staffing Committee as needed.
• Acts as a resource to assigned staff and can escalate issues as needed.
• Leads Budget Variance meetings between Directors and Vice Presidents.
• Leads liaison between Business office and Accounting Department.
• Selects, trains, motivates, supervises, and evaluates assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Ensures that assigned employees receive opportunities to further their knowledge.
• Research new trends, markets, potential areas of growth and development for the service lines.
• Design and deploy programs to improve the patient experience and make DHR Health more competitive.
• Familiar with all regulatory areas and agencies in order to answer department questions.

CUSTOMER SERVICE:

B. Working Conditions: The individual spends over 95% of his/her time in an air-conditioned environment with varying exposures to noise. There is protection from weather conditions but not necessarily from temperature changes. The position does have low exposure to malodorous, infectious body fluids from patients and some minimal exposure to noxious smells from cleansing agents.
C. Occupational Exposure: This position has minimal to no exposure to blood, body fluids, or tissues and is an OSHA Category III (although situations can be imagined or hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids). Person who performs these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid or to be potentially exposed in some other way.
