The anticipated hiring range for this position will be $85,937.00 to $114,733.00, based on the candidate's qualifications and experience.The Board of Elections is seeking to fill the position within the Administrative Division.
The Manager of Administrative Services will provide professional leadership and oversight of all administrative programs, matters and functions. Their work encompasses leadership of administrative, budgetary, procurement, contracts, and facility management functions; and support to the Election Director, Board of Elections and four programmatic divisions in administration of successful elections. The Manager of Administrative Services will also provide oversight of personnel transactions.

The ideal candidate thrives in a fast-paced environment and has the ability to address all administrative matters and resolve emerging and significant operational issues by implementing solutions in accordance with legal requirements and established practices.
They are required to work collaboratively with the Election Director, Board of Elections team, seven-member Board of Elections, county government departments, State Board of Elections, and numerous external partners, contractors and vendors.
The candidate will work independently to analyze pertinent data and information related to programmatic responsibilities and report research findings. They will use sound judgment in application of relevant policies and procedures, to manage all aspects of the administrative functions, advise Election Director and provide support across all Board of Elections Divisions. The selected candidate will develop and present various administrative polices, support grant efforts, and provide timely reports.
Additionally, successful candidate will have a collaborative mindset and possess excellent communication abilities to convey findings effectively to stakeholders, including county departments (such as Office of Management and Budget, Procurement, Finance, Human Resources, General Services, etc.), Maryland State Board of Elections, contractors and vendors.
The candidate shall maintain meticulous documentation to support statutory administrative compliance and audit readiness.
The Manager of Administrative Services will report directly to the Election Director and will supervise one (1) permanent employee and a number of temporary seasonal employees as assigned.
What You'll Be DoingAs the Manager of Administrative Services, you will be managing all aspects of administrative functions and provide support to the Election Director, seven-member Board of Elections, and four programmatic Divisions of the Board of Elections to successfully administer all aspects of the election process, including but not limited to voter registration, election operations, election judges' recruitment, and different modes of voting.
The selected candidate will support Election Director in development, implementation and monitoring of the annual budget, that includes reporting on emerging issues, performance of administrative programs, and resource needs and allocation.
Across all duties, Manager of Administrative Services will maintain accurate documentation, further enhance quality assurance, and contribute to a transparent, legally compliant, and trusted overall election administration in Montgomery County.
Other duties as assigned include:
- Proofing and verification activities: sample ballot, ballot styles and applications.
- Supporting election processes at the facility or off site at any polling location.
- Provide cross-sectional support to all election operations.
- Attend conferences and meetings and represent the Board of Elections as needed
Telework is available but based on situational needs.
Essential: The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
Minimum QualificationsExperience: Five (5) years of professional experience in election administration, general administration, contracts, procurement, budget, and/or facility management.
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Medical exam protocol: This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role.
License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.
Preferred Criteria, Interview PreferencesAll Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Applicants who meet the minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
- Eperience applying election laws, and established policies and procedures to perform assigned array of administrative tasks.
- Experience conducting, reviewing, reconciling and analyzing daily financial transactions (related to budget, contracts, procurement) for an agency or a department.
- Experience providing administrative support across teams and in cooperation with various internal and external counterparts.
- Experience managing multiple priorities and high volumes of work, meeting strict deadlines.
