About the PositionThe salary range for this position is $116,956 to $199,734, with the anticipated starting salary for this hire at or less than $161,754.WHO WE ARE LOOKING FORThe Office of the County Council is seeking a This position will work as part of the Council's Central Staff team - which is the non-partisan, professional staff team responsible for ensuring that the Council meets its budgetary, legislative, land-use, public health, and oversight responsibilities. This Budget and Policy Manager is an executive level position responsible for providing management and oversight of several enterprise-wide initiatives and will work under the direction and supervision of the Deputy Director for Budget and Policy.
What You'll Be DoingThis
Budget and Policy Manager (Manager II) position will work closely with the Council's Executive Director and the Deputy Director for Budget and Policy to identify, develop, and execute enterprise-wide initiatives that enable the Council's Central staff team to effectively meet the Council's current and future legislative needs. Key responsibilities include but are not limited to:
- Management of the Council's processes, review, and reconciliation of the County's more than $6 billion Capital Budget.
- Continued development and management of the Council's base budget reviews for its almost $8 billion Operating Budget.
- Supervision and coordination of workplans for assigned Council committees.
- Management of the Council's policies, processes, and review of the compensation and benefits for all County-funded agencies.
- Develop and lead diverse staff teams for multiple initiatives and programs.
- Monitor, review, and improve internal and external Council processes to ensure effective implementation of the Council's legislative priorities.
- Special projects as assigned by the Deputy Director for Budget and Policy.

Minimum QualificationsExperience: Seven (7) years of progressively responsible professional experience in budget or fiscal management and organizational policymaking, three (3) years of which were in a supervisory or executive capacity. Note: the term "executive" is further defined as a management or high-level position involved in technical research, management advisory services, or policymaking. An "executive" is an individual who exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policymaking duties and responsibilities.
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.

- A master's degree in a relevant field for this position.
- Developing and leading high-performing teams.
- Reviewing, analyzing, and managing organizational budget and fiscal policies.

- Working effectively with elected and appointed officials, executive-level managers, and other government officials.
