The MOC will be the fusion center of the Games, connecting all operational sites, functional areas, stakeholders, and delivery partners. The term delivery partners refers to all the partner organizations that are a part of delivering the Games, including local and state agencies, contractors and service providers.
Key Responsibilities:The Manager, Main Operations Center (MOC Manager) reporting to the Senior Director, C3 (Communication, Command, Coordination) within the Operational Planning team, is responsible for the design and implementation of the operational framework of the Main Operations Center (MOC) which will be the central hub for operations during the LA28 Olympic and Paralympic Games. The MOC will be the fusion center of the Games, connecting all operational sites, functional areas, stakeholders, and delivery partners. The term delivery partners refer to all the partner organizations that are a part of delivering the Games, including local and state agencies, contractors and service providers.
As the MOC Manager, this role will be responsible for:
- Main Operations Center (MOC): Prior to the Games, be a primary facilitator for managing the design, construction, and implementation of the MOC layout as well as its internal processes and procedures. During the Games, serve a critical role within the MOC Management Team, the central hub for Games-time operations that is connected to all competition and non-competition venues, and partner operations centers.
- Operational framework and structures: support the establishment of how LA28 and its delivery partners will be physically and functionally organized and structured for Games-time operations
- Information-sharing: recommend what and how information will be shared across the Games delivery ecosystem (100+ operational sites across different municipalities and regions). This will include developing information sharing systems that the MOC will operate through during Games time.
- Decision-making: distilling inputs to provide actionable information to facilitate decision making at tactical, operational, and strategic levels.
- Issue resolution: developing the process and systems for issue escalation and resolution during Games operations.
- Situation response: support the process for managing and responding to incidents and exceptional situations.
Serve as primary project manager for Main Operations Center (MOC) - In coordination with functional areas and delivery partners, plan the layout for the MOC that maximizes efficiencies and headcount.
- Guide the construction and scaled buildout of the MOC to utilize its operation for training and exercises.
- Develop standard operating procedures and trainings for MOC positions during Games operations.
- Enhance staffing and workforce discussions to ensure that each position and the MOC as a whole is staffed and rostered appropriately.
Design the operational framework and structures: - Plan and implement an organizational blueprint for Games-time communication, command and coordination, integrating input from internal functional areas.
- Define roles, responsibilities, and reporting lines across LA28 and partners to ensure operational clarity and effectiveness.
- Facilitate alignment workshops to ensure all stakeholders understand and adopt the framework.
Define information-sharing processes: - Identify and solidify critical information flows and touchpoints within the Games delivery ecosystem.
- Advise protocols for timely, accurate, and secure information-sharing between LA28 and delivery partners.
- Select, implement, and oversee digital information systems for real-time operations management (e.g., dashboards, issue management system).
- Create documentation and training materials to support ensure information-sharing standards are understood and followed.
Define decision-making processes In coordination with internal functional areas, develop escalation paths and threshold criteria for critical information.
- Develop decision matrices and criteria for routine and urgent Games-time decisions.
- Facilitate cross-functional alignment on decision-making protocols and ensure buy-in from all partners.
- Document and communicate decision processes and outcomes, serving as a central reference for the organization.
Define issue resolution and situation response processes - Plan and implement standardized issue escalation and resolution processes.
- Refine incident and exceptional situation response protocols for potential scenarios, of varying magnitude.
Background & Requirements:- Minimum of 5+ years in major events or complex operational environments requiring the setup of command centers at a large scale.
- Experience working in, and preferably, building operational centers or facilities.
- Demonstrated experience engaging broad stakeholder groups and achieving cross-functional alignment.
- Proven ability to manage multiple priorities and deliver results within tight timelines

Physical Requirements and Working Conditions:- Available to work onsite in our Downtown Los Angeles-based office
- Majority of the work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment
- Ability to travel occasionally to different venues across the Los Angeles region and possibly outside the Greater Los Angeles region.
- The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment
The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
