Full Job Description
Job Summary
Manages the operation, inventory, catalog, records and databases of the IT software and hardware assets throughout Houston City College. Supports the IT budget process to ensure assets are catalogued within the systems of record supporting and cataloging licenses, warranties, service agreements. Oversees IT hardware and software purchases are in line with organizational product standardization. Supports asset management and procurement policies for the acquisition and disposal of software and hardware assets utilizing industry wide accepted disposal processes for IT hardware.

ESSENTIAL FUNCTIONS
Provide enterprise end-to-end service operations, including software asset management (SAM) Application Portfolio Management (APM) and asset staff supervision.

Develop, design and maintain information in HCC's designated APM repository and maintain asset tracking database to ensure software compliance & inventory accuracy, product life cycle, contracts information, vendor contacts, and pricing.

Manage and maintain records and databases for entire IT HCC System technology software assets.

Work to assist the SAM Integration with all APM initiatives and Strategic Portfolio Management Initiatives.

Develop internal software license tracking and support the stakeholders on vendor agreements. Develop ongoing review and reporting procedures for compliance issues, ensure enterprise-wide compliance with software license agreements and copyright laws.

Assist with contract review workflow and reporting:
• Optimize license usage by removing unused software and consolidating environments
• Support software license purchases, determine contract needs, and validate payments
• Support maintenance, support, and upgrade renewals for ongoing technical support
• Identify and secure savings opportunities for renewals, licensing, and services
• Conduct internal and vendor compliance audits, rectify software variances, and manage vendor audits

Serve as internal spokesperson for the program/project., communicate through email, individual interviews, group meetings, and presentations to end users, management, IT team members and vendors.

Facilitate software, application and web platform annual evaluations. Work as a liaison between IT reviewers and departments to assist with the
workflow. Develop and design manuals and document processes to assist end users.

In line with the Chief Information Officer (CIO), document, develop and distribute IT requirements for Purchasing regarding the RFP process as it pertains to software,
hardware, and other IT related Initiatives.

Manage the assigned budget(s), prepare for audits, conduct periodic internal reviews and recommend changes or enhancements to the Director and to the CIO.

Oversee employee lifecycle of assigned staff (i.e., hire, train, mentor, etc.).
Perform other duties, tasks and assignments as required.

QUALIFICATIONS
Education & Experience
• Bachelor's degree in information management services, technology, business management, accounting or related field required
• 8 years related work experience may be considered in lieu of required degree
• 5 continuous years of recent experience in computer, business and administrative technology and information management implementation/conversion required, including 3 years as an IT Team Leader/Supervisor/Manager in the public and/or private sector
• Experience with business productivity applications and applying continuous business process improvement techniques, and higher education preferred

Licensing & Certification

General Office.
