Primary Purpose

The Manager III, Infrastructure Delivery is responsible for leading a large-scale Infrastructure Delivery organization responsible for planning, governing, and executing technology infrastructure initiatives across the enterprise. This role provides strategic leadership to a team of Portfolio Managers, Program Managers, and Project Managers responsible for delivering infrastructure projects that enable business growth, operational excellence, cybersecurity compliance, and modernization initiatives.

This leader, in partnership with the office of the CIO, establishes delivery standards, portfolio governance, resource management practices, and financial oversight processes to ensure infrastructure investments are aligned with organizational priorities and executed successfully. The position partners closely with Engineering, Architecture, Cybersecurity, Operations, Vendor Management, Finance, and Business stakeholders.
The Manager III operates as a senior delivery leader, balancing strategic planning, organizational leadership, risk management, financial stewardship, and execution excellence across a large portfolio of infrastructure initiatives.

Our flexible/ hybrid work schedule includes 3 in-person days at one of our core locations and 2 remote days. Our core office locations include Salisbury, NC.

Duties and Responsibilities
• Lead the enterprise Infrastructure Delivery function supporting infrastructure and their modernization initiatives.
• Provide leadership for a team of Portfolio Managers, Program Managers, and Project Managers responsible for delivering a diverse infrastructure project portfolio.
• Establish and maintain portfolio governance, prioritization, and investment planning processes.
• Ensure alignment of delivery activities with OCIO strategies, technology roadmaps, and business objectives.
• Oversee successful execution of infrastructure programs and projects from initiation through implementation and stabilization.
• Ensure consistent application of project management methodologies, standards, tools, and controls.
• Monitor program performance, risks, dependencies, schedules, budgets, and resource utilization.
• Lead, mentor, and develop a management team consisting of Portfolio Managers, Program Managers, and Project Managers.
• Establish clear performance expectations, accountability measures, and development plans.
• Build organizational capabilities and succession plans.
• Foster a culture of ownership, collaboration, continuous improvement, and customer focus.
• Partner with staffing providers and managed service partners to ensure appropriate resource quality and capacity.
• Evaluate resource performance and support hiring, onboarding, and offboarding activities..
• Support annual planning, forecasting, capital expenditure planning, and operational budget management.
• Ensure financial accountability for project investments and benefits realization.
• Serve as the primary delivery representative for infrastructure initiatives with senior leadership.
• Communicate portfolio status, risks, dependencies, and strategic recommendations to executive stakeholders.
• Facilitate decision-making forums and governance reviews.
• Build strong partnerships across Technology and Business organizations.
• Establish and implement delivery metrics, KPIs, and reporting dashboards.
• Identify opportunities to improve delivery efficiency, resource utilization, and portfolio performance.
• Promote adoption of industry best practices for project, program, and portfolio management.

Qualifications
• Bachelor's degree in Business, Information Technology, Engineering, or related field.
• 10+ years of experience leading complex technology programs and project delivery organizations.
• 5+ years of direct leadership experience managing Project Managers, Program Managers, and/or Portfolio Managers.
• Experience building and overseeing large-scale infrastructure portfolios with multiple concurrent initiatives.
• Strong knowledge of project, program, and portfolio management disciplines.
• Experience managing budgets, forecasts, and resource planning activities.
• Proven ability to influence executive stakeholders and drive strategic decisions.
• Strong leadership, communication, negotiation, and organizational skills.

Preferred Qualifications
• PMP, PgMP, PfMP, SAFe, ITIL, or equivalent certifications.
• Experience delivering cloud transformation, infrastructure modernization, cybersecurity, or enterprise technology initiatives.
• Experience leading hybrid teams consisting of employees, contractors, managed service providers, and consultants.
• Experience with PPM tools such as ServiceNow, Clarity, Planview, Jira Align, or similar platforms.

ME/NC/PA/SC Salary Range: $120,960 - $181,440

IL/MA/MD/NY Salary Range: $139,120 - $208,680

Actual compensation offered to a candidate may vary based on their unique qualifications and experience, internal equity, and market conditions. Final compensation decisions will be made in accordance with company policies and applicable laws.
