JOB SUMMARY/PURPOSE
Manage a department dedicated to preparing exact recovery clause filings with regulatory agencies and the recording of costs associated with fuel and purchased power expenses. Responsible for accurate and timely preparation, verification and authentication of exact recovery tariff filings that collect over $3 billion annually. Provide expert testimony in regulatory proceedings.

JOB DUTIES/RESPONSIBILITIES
Develop strategic goals and objectives for process improvements to minimize risk and maximize efficiency.

Oversee the calculation of deferred fuel balances and the calculation of inter-company purchase power agreements, specifically UPSA and MSS-4R. Support discovery requests, audits, disclosure preparation, and quarterly and annual financial reporting.

Perform analysis and provide variance explanations to members of management team including CAO, OFD's, Controller of Utility Operations Accounting, Finance Business Partners, and External Reporting.

Must have the ability and knowledge to prepare, understand and review tariffs and tariff calculations which collect fuel, purchased power, capacity, energy efficiency costs, environmental costs, securitization and other costs in monthly, quarterly, semi-annual and annual filings for all Operating Companies.

Should have experience with and understanding of financial models and regulatory tariffs including: fuel adjustment clauses, capacity riders, and special purpose riders such as storm securitization.

Must provide expert written and oral testimony and respond to discovery before the APSC, MPSC, PUCT, LPSC, FERC and the New Orleans City Council on exact recovery clauses. Should have established relationships with Utility and System planning, Corporate Planning, Accounting, Finance Business Partners, and Jurisdictional Regulatory Groups.

Should have supervisory experience in order to supervise, train and develop a team of professional employees. Also responsible for detailed review, analysis and oversight of filing documents, work papers and other supporting schedules.

MINIMUM REQUIREMENTS
Minimum education required of the position
Bachelor's Accounting or Finance or equivalent work experience. MBA preferred.

Minimum experience required/desired of the position
5+ years experience in utility accounting, planning and/or experience in the Regulatory filing arena. Understanding and knowledge of utility/FERC accounting and understanding of tariff rate schedules and the ability to interpret regulatory order requirements. Supervisory experience in order to supervise, train and develop a team of professional employees.

Minimum knowledge, skills and abilities required of the position
High proficiency in Microsoft Office Package (Excel, PowerPoint, and Word). Background strong enough to support being an expert witness. Project management skills necessary to meet statutory deadlines as well as the ability to multi-task among multiple filings and jurisdictional requirements. Strong analytical and problem solving skills.

Any certificates, licenses, etc. required for the position
CPA preferred.
