Job Summary:Join a strong team of innovative, dedicated professionals improving the way the City moves. Contribute your people leadership, operational and project management expertise to continuous improvement of fuel and energy support operations and driving down the City fleet's green house gas emissions (GHG) through targeted strategic projects.

The City of Toronto has the largest municipal fleets in Canada and one of the most complex fleets in North America. The City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability. Fleet Services is also responsible for fuel and energy management, vehicle operator training, vehicle maintenance, asset management, and green fleet initiatives, including implementation of the Sustainable City Fleets Plan and other initiatives focused on lowering GHG.

Major Responsibilities:

As a manager within the Transformation Team, you will:

  • Manage the City's fuel operations, ensuring fuel sites are functional and safe as well as implementing measures that ensure fuel use is compliant with City policies
  • Manage the City's electric vehicle charging infrastructure, working with internal staff and vendors to ensure high uptime for the system and provide guidance and education to clients to increase efficient use of the system
  • Manage licensing processes for City fleet vehicles including leveraging technology to plan workflows and track licensing costs
  • Manage the episodic and seasonal rental vehicle program including working with clients to analyze and manage utilization, with a focus on working across the division and with clients to facilitate financial efficiencies wherever possible
  • Implement transformational projects including initiatives focused on driving down GHG emitted by City fleet vehicles and equipment
  • Work collaboratively with the contract management team and finance team to monitor spend rate on key contracts and ensure contract terms and conditions are followed by all parties, escalating concerns where necessary
  • Provide excellent customer service to clients through setting up processes, standard operating procedures, coaching front-facing staff and acting on feedback from clients and internal partners
  • Prepare the annual budget for relevant programs in partnership with the finance team and client divisions
  • Manage capital and state of good repair upgrades to fuel infrastructure
  • Contribute to and carry out business continuity plans when necessary
  • Develop and implement Fleet policies and procedures, service level agreements with vendors and clients, and key performance indicators for management and operational oversight and control
  • Manage, motivate and train the team's union and non-union staff, ensuring effective teamwork, high standards of work quality, continuous learning and innovation
  • Manage the human resources requirements of union and non-union staff, including workforce planning, hiring, discipline and performance management within the guidelines set out in Human Resources policies and procedures and applicable collective agreements
  • Oversee the development, implementation and maintenance of internal processes and procedures and ensure compliance with corporate and divisional financial and accounting policies and guidelines
  • Develop and implement cost and operational efficiencies by undertaking cost studies to determine effective service delivery mechanisms, combined with reviewing, developing and implementing required policies, procedures and operational changes
  • Act as a resource for the senior management team, proactively providing insights and recommendations to drive continuous improvement and address issues as they arise
  • Develop strong working relationships with client divisions, partners and other relevant areas within the City
  • Ensure Occupational Health and Safety (OHS) standards are met, safe work practices employed and that facilities and equipment are in good repair


Key Qualifications:

  1. Post-secondary education and progressively responsible management experience, or an equivalent combination of education, training, and relevant professional experience.
  2. People leadership experience within an operational setting to develop and build collaborative and successful teams.
  3. Extensive project management experience leading complex projects through all phases of the project lifecycle, including initiatives that support organizational transformation, using established project management methodologies, tools, and best practices.
  4. Experience in contract management, including the negotiation and administration of high-value contracts and vendor relationships.
  5. Financial experience in contract management and forecasting, combined with solid business acumen, budget and operational planning experience.
  6. Strong commitment to fostering an equitable, diverse, and inclusive workplace through effective people leadership.
  7. Strong leadership, interpersonal, strategic thinking, and problem-solving skills, with the ability to maintain high operational standards, deliver excellent customer service, and develop effective solutions to complex operational challenges.
  8. Strong interpersonal and leadership skills, with the ability to foster high operational standards and deliver consistent, high-quality customer service.
  9. Advanced communication and relationship-management skills, with the ability to engage effectively across all levels of the organization and develop concise briefing materials, presentations, and strategic recommendations for senior leadership.
  10. Political acuity to handle sensitive and confidential situations with diplomacy
  11. Strong knowledge of environmental and sustainability theory and practice; experience in GHG reduction initiatives is an asset.
