Summary: The Manager, Financial Clearance is responsible for directing and coordinating all daily operational activities within the Financial Clearance function. This role ensures that patients receive timely and accurate verification of insurance benefits, authorization management, and financial risk assessment services. The Manager oversees end-to-end clearance processes that directly influence organizational revenue integrity, service readiness, and the overall patient experience.

As a key leader within the Revenue Cycle space at Penn Medicine, the Manager provides operational oversight of financial clearance workflows, ensures adherence to payer requirements, and implements strategies that reduce avoidable denials and improve first-pass claim success. The role applies strong analytical, operational, and problem-solving skills to monitor performance, identify root causes of operational barriers, and drive sustainable improvements in accuracy, efficiency, and service delivery.

This position is accountable for managing staff performance, driving continuous improvement, and maintaining high levels of productivity, responsiveness, and customer service. The Manager collaborates with scheduling, clinical, utilization management, patient access, billing, and payer contracting teams to ensure seamless coordination of care and financial clearance readiness. Additionally, the Manager partners with operational and financial leaders to support revenue optimization efforts, enhance key performance indicators, and ensure appropriate stewardship of resources.

Accountabilities:

  • Manages and develops supervisory and lead-level staff, providing coaching, mentoring, performance oversight, and succession planning to build a strong leadership pipeline.
  • Monitors operational performance across all Financial Clearance teams, resolving complex or high-risk issues and ensuring alignment with organizational priorities and service expectations.
  • Develops, maintains, and continuously improves department workflows, dashboards, productivity models, and key performance indicators (KPIs).
  • Oversees staffing models, workload balancing, productivity expectations, and resource allocation to support operational needs.
  • Leads process-improvement initiatives, workflow redesign, and operational standardization across financial clearance functions.
  • Assist system-wide standardization of financial clearance workflows, documentation requirements, and operational practices across all entities.
  • Ensures financial clearance processes support revenue goals, including reduction of authorization-related and eligibility-related denials and improvement of first-pass claim yield.
  • Collaborates with Denials Management to address recurring issues, implement corrective actions, and prevent downstream billing disruptions.
  • Monitors and proactively addresses issues related to coverage, authorization, and medical necessity.
  • Collaborates with scheduling, clinical, patient access, utilization management, billing, contracting, and other operational leaders to ensure seamless clearance readiness and effective communication.
  • Supports operational readiness for new programs, services, locations, or workflow changes that impact financial clearance.
  • Assists in developing the annual operating budget and manages performance to budget through effective resource planning and productivity oversight.
  • Monitors expenditures, ensures appropriate fiscal responsibility, and supports cost control strategies while maintaining service quality.
  • Promotes a culture of accountability, teamwork, transparency, and patient-centered service within the Financial Clearance division.
  • Ensures employees understand organizational goals, performance expectations, and their individual contributions to patient access and revenue cycle excellence.
  • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.
  • Other duties as assigned to support the unit, department, entity, and health system organization.
Education and Experience:

  • Bachelor's Diploma AND 3+ years revenue cycle setting experience
  • OR High School Diploma/GED with 10+ years revenue cycle setting
  • 3+ years supervisory/management experience (preferred)
Licensure:

  • AAHAM Revenue Cycle Certification (preferred)
