About the RoleThe position is responsible for the safe operation and maintenance of the University's Electrical and Architectural Systems campus wide. The position also has oversight for the building inventory control management system and process. The Manager has certified technical and operational ability and will ensure compliance with applicable legislation, regulations, codes and standards related to electrical and architectural systems and the occupational health and safety act.
The Manager, Electrical and Architectural Systems, reports to the Director of Facilities Operations. The role shall take all measures to ensure the safe and reliable operation and maintenance of the University's Electrical System. The Manager will operationally support the power distribution system throughout the University. The role directs and supervises Electrical and Architectural staff according to OHSA regulation and authorizes all work performed in connection with these associated building systems. Ensures compliance of related building equipment including inspections, standard operating procedures, safety practices and corresponding documentation. The Manager will also support the department's stewardship responsibilities and long-term sustainability of the University's facilities and infrastructure, maximizing opportunities for efficient delivery of services and optimal investments. Works with contractors, equipment vendors, and consultants when required during system design, project implementation, commissioning, etc.
The Manager will be required to spend considerable time walking around during regular business hours. Decision making will be primarily at the manager's level. The manager will also be responsible for developing and managing budgets.
The hours of work for this position are established at 35.0 hours per week.ResponsibilitiesOperation of the Electrical and Architectural Systems Campus Wide (34%)- Manages all operational changes, maintenance implementation, standard operating procedures, work schedules, and approvals pertaining to Electrical and Architectural Systems;
- Responsible for the maintenance and reliability of all central plant, academic, administrative, and ancillary (Residences) Electrical Systems including the medium and low voltage substations, transformers, generators, electrical distribution systems, variable frequency drives, motors, fire alarm, elevators, interior lighting, exterior site lighting, emergency power systems, support for communication and security systems, and all other related electrical systems;
- Responsible for the maintenance and reliability of all central plant, academic, administrative, and ancillary (Residences) Architectural Systems including building envelope, roofing, exterior enclosures such as windows and doors, overhead doors and gates, interior doors, interior finishes such as walls, floors, ceilings and minor furnishing repairs, lift equipment, and minor interior carpentry, demolition and construction;
- Provides guidance and consultation to contractors & MRU staff;
- Works with projects teams, contractors, equipment vendors, and consultants when required to assist during system design, planning, scheduling, commissioning of projects, etc;
- Addresses problem calls, prioritizes and delegates to staff as required;
- Ensures good housekeeping standards are being met while conducting daily inspection rounds;
- Provides support and direction to staff personnel and/or contractors outside of normal working hours in the event of an emergency situation;
- Promotes and executes safe work practices and compliance with applicable codes and standards.
Administration and Budget (33%)- Supports Director with daily strategic planning, developing budgets, capital planning, asset management program, resource planning, utility/energy management and other business needs as required;
- Assists the Director in making decisions, evaluating, formulating, and making suggestions for changing departmental policies, procedures, and goals;
- Reviews, delegates and tracks CMMS work orders and maintains the preventative maintenance program;
- Ensures efficient and effective operation of the Inventory Control area, processes and system;
- Performs scheduled check-ins with the Electrical Authority and Risk Insurer inspectors as required;
- Ensures all regulatory compliance is being met;
- Oversees purchases of equipment & tools, approval of major project work, labour relations issues, and strategic development;
- Organizes and schedules shift rotations and vacations;
- Submits procurement requisitions as required;
- Regularly participates in the tendering process to create and manage contracted services for the department as required.
Supervision of Direct Reports & Staff (33%)- Leads by example;
- Manages direct report Supervisors, Electrical and Architectural Systems staff, an Inventory Planner, and an Electrical Systems Specialist;
- Provides strong leadership and development evaluations to direct reports and staff;
- Creates a clean and safe work environment for staff;
- Provides relevant opportunities that enable employees to excel and create opportunities for succession planning.
Environmental health and safety:- Ensure all work conducted is compliant with the Government of Alberta Occupational Health and Safety legislation and practices; have knowledge of and adhere to MRU safety systems, policies, procedures and safe work guidelines.
Qualifications:- Electrical Engineering Technology 2-year Diploma (Power Systems related) or Bachelor's Degree - Electrical Engineering (Power Systems related) would be an asset
- A combination of education and experience would be considered such as Electrical Skilled Trade License, augmented with facility management experience, professional development, and on-the-job training.
- Minimum 6 years of previous related job experience required including on-the-job time learning specific tasks/procedures
- Knowledgeable in the interpretation and requirements of CSA Z462, Building and Fire Codes
- Demonstrated experience with maintenance functions and building systems/operations
- Demonstrated experience in the operation and maintenance of major building electrical systems in an industrial, educational or plant environment
- Demonstrated experience with preventative maintenance programs, tendering processes, service contracts, contract administration and capital planning
- Knowledge of building automation systems
- Experience in leading and supervising teams
- Strong financial experience managing budget, etc.
- Proven ability to maintain, manage and prepare reports and records
- Progressive leadership responsibilities
- Preference will be provided for supervisory experience in a unionized environment
- Demonstrated knowledge of management techniques, including project management, record keeping, reporting, budgeting, inventory control and cost, personnel and performance analyses
- Experience working with Energy Management programs/applications
- Knowledge of Computerized Maintenance Management Systems (CMMS - Archibus)
- Knowledgeable in the interpretation and requirements of the Occupational Health & Safety Act
- Demonstrated organizational, problem solving, leadership, relationship and teamwork building, decision making and communication skills
- Demonstrated ability to establish and maintain effective working relationships with diverse constituencies and excellent written and oral communication skills are necessary
- Must have the capability to plan, coordinate, analyze, execute and document specific administrative and management functions with a sense of the long-term goals of the department
- Accomplished computer and software skills are mandatory.
- Demonstrated track record in the development of facilities operational specifications, standards, work practices procedures and policies
- Ability to make and execute safety decisions and to work under extremely stressful conditions
- The position requires close attention to detail and strong assessment skills
- The position requires a high stamina level to deal with multiple demands across campus
- Excellent oral and written communication skills and demonstrated leadership abilities.
- Mental stamina, stress management and time management are required in managing multiple, concurrent and unrelated problems and challenges.
- A certificate from IFMA, BOMI, APPA, PMI would be an asset.

Salary: $100,867 - $139,194 per annum
