Position Summary

Reporting to the Executive Director Community Services, the Manager Development Engineering provides leadership, coordination, collaboration and direction to ensure that services are provided to employees, residents and stakeholders in a timely, accurate, effective and efficient manner. The Manager works in conjunction with the Executive Director to develop short- and long-term strategies for the department and wider division.

The Manager provides overall supervision to the Municipal Engineer, Engineering Technician, and administrative positions.

Core Accountabilities

Development, Growth and Infrastructure Planning Support
  • Oversee the Development Engineering portfolio, managing team resources and workload to ensure that engineering advice supports the delivery of application approvals and development construction in a timely manner in accordance with service delivery targets.
  • Act as the lead Development Engineering representative in Council meetings, appeal boards, and other committees to guide Council and other stakeholders through engineering requirements relating to the approvals process and interpretation of engineering documents.
  • Support wider County projects and operations, providing technical expertise and review on growth and infrastructure planning initiatives.

Department Operations
  • Work collaboratively with Planning and other departments to ensure that development approvals are processed consistently and efficiently, with an emphasis on customer service excellence and problem solving.
  • Support and coach Development Engineers as they review a wide range of development approvals, including land use, subdivision, and development permits.
  • Oversee the preparation of development agreements and related processes that ensure the successful implementation of development in accordance with County requirements and standards.
  • In collaboration with the County's planning departments, oversee technical review of the long-range growth planning program, supporting the project teams on area structure plans and other statutory plans and strategies.
  • Support the sustainable growth and operations of County infrastructure by contributing to infrastructure capacity studies and strategic infrastructure planning initiatives.
  • Be prepared for and develop comprehensive written reports, answer questions, and provide appropriate recommendations as assigned or deemed necessary for presentation to Council or reply to Rocky View stakeholders.
  • In coordination with the Executive Director, the Manager will represent the County through participation in Council meetings, governmental and public committees, working groups, and boards.
  • Regularly report departmental progress on key performance indicators, metrics, and strategic objectives to the Executive Leadership Team and Council.

Strategic | Fiscal
  • Responsible for ensuring departmental goals and business plans are aligned with Council and the County's strategies.
  • Develop, implement, administer, and maintain department policies and procedures that are aligned with the Rocky View policy framework.
  • Ensure effective financial planning and expenditure controls are in place and be accountable for fiscal responsibility, efficiency, and restraint, while maintaining integrity and effectiveness in all aspects of administration for programs and services of responsibility.
  • Be prepared and submit reports, answer questions, and provide appropriate recommendations regarding the above-mentioned areas.
  • Participate in the preparation of annual budgets for operating and capital programs as well as staffing budgets in accordance with guidance from the Executive Leadership Team pursuant to the Municipal Government Act.

Management | Leadership
  • Provide general supervision to the major units either directly or indirectly through subordinates. Has full responsibility for the Development Engineering team's quality of work, budget compliance and planning, methodology, training and development, compensation, performance management, hiring, etc.
  • Participate in the updating and/or implementation and roll-out of policies, procedures, guidelines or protocols and communicate pertinent information to employees.
  • Actively promotes collaboration and cooperation within the Development Engineering team, department, clients, constituents and other County departments.
  • Provide regular technical guidance, coaching, and mentoring to employees.
  • Provide employee performance feedback and conduct in a timely manner; and in conjunction with Human Resources, carry out performance management and discipline when appropriate.
  • Resolve issues expeditiously and ensure that employee resources are in place and utilized effectively to meet the service delivery standards of the County.
  • Manage the operational area with an emphasis on efficiency, accuracy, quality and safety to ensure a superior level of customer service.
  • Identify staffing requirements and initiate and participate in the recruitment process.
  • Plan, develop, organize, implement, evaluate, and direct the activities of the department, ensuring the fulfillment of project assignments within budget, with quality, and on schedule.
  • Set priorities and department workflow, providing each subordinate with achievable goals and resources.
  • Actively participate during County emergency response situations. Fulfill the responsibility of Supervisors if no department such position exists.
  • Ensure supervisors are competent to supervise workers under their direction.


General
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business, and residents of Rocky View County.
  • Safeguard all RVC work areas from harassment, discrimination, and violence.
  • Ability to perform subordinates' responsibilities from time-to-time, as necessary.
  • Act as the Executive Director in his/her absence as requested.
  • Perform other duties and special projects as assigned.


Position Requirements

A Professional Engineer in good standing with APEGA or Licensee or member of standing with ASET along with a minimum of ten (10) years of progressively responsible and diversified experience in engineering including three (3) years' experience providing mentorship, coaching and guidance to others.
  • Demonstrated experience in leading or supervising municipal policy projects and in managing intergovernmental relationships is also required.
  • Requires demonstrated leadership, team building, and conflict resolution skills; business/technical writing skills; coaching and mentoring abilities; in addition to time management, organizational, problem solving, and decision-making ability.
  • Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team.
  • Proficiency in MS Office (Outlook, Word, Excel, Power Point, and Access) or equivalent.
  • Possession of a valid Class 5 Driver's License.
