Job Description

General Description:
The Manager, Construction Services is responsible for providing technical, administrative, and supervisory oversight of the College's non-capital construction program. The position supervises a team of Project Managers responsible for project delivery across multiple campuses and may serve as Project Manager for assigned projects as needed. The Manager, Construction Services reviews project scopes, budgets, schedules, procurement strategies, design documents, and project reporting to ensure consistency with College standards, VCCS requirements, CPSM guidelines, and established project management practices, including safety, quality and customer service.

*This position is not eligible for telework.*

Duties and Tasks:

  • Serve as supervisor within the Facilities Department leading a team of 7-10 Project Managers (3 Employees and 4-7 Contractors). Directs the assigned Project Manager in orchestrating the process of planning, designing and constructing infrastructure. Supporting the procurement and management of design consultants and contractors in accordance with State Construction guidelines.
  • Conduct regular one-on-one meetings and portfolio reviews to provide performance feedback, technical guidance, and professional development. Mentor and support Project Managers in the execution of assigned project portfolios.
  • Review project scopes, schedules, budgets, forecasts, and project documentation to ensure compliance with established project management standards and procedures. Ensure project align with college mission, vision, and values.
  • Review A/E proposals, design documents, specifications, procurement packages, change orders, and contract documents for quality, completeness, and alignment with project requirements. Ensure coordination with the procurement of professional and non-professional services contracts.
  • Assist Project Managers with procurement activities, project implementation, contract administration, and resolution of complex project issues. The team of Project Managers are responsible for the planning, design, procurement, implementation, and closeout of approximately 200 non-capital projects across multiple campuses.
  • Assist in the review project requests and project assignments, workload balancing, and resource allocation.
  • Coordinate projects across campuses and stakeholder groups to avoid scope overlap, scheduling conflicts, and disruptions to College operations.
  • Review and approve construction and architectural/engineering invoices in accordance with established procedures and delegated authority.
  • Promote safe work practices and provide field oversight for high-risk, high-profile, or complex projects.
  • Assist with the administration of departmental programs and initiatives, such as the ADA Barrier Removal Program and other assigned programs.
  • Assist in the training, mentoring, and development of project management staff and support the implementation of departmental procedures and standards.
  • Attend leadership meetings, provide recommendations regarding project management operations, and serve as backup to the Director of Project Management as assigned.
  • Make regular requests from employees for updates and input on college decisions and share feedback with supervisors for inclusion in the NOVA Brief or other communications.
  • Serve as Project Manager for assigned projects when needed to support operational, staffing, workload, or strategic priorities.


*This position is restricted and is funded with non-continuous or non-recurring funding and is subject to continuation based on fiscal year funds and the needs of the College.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

KSAs:
  • Considerable knowledge of the theory, principles, and techniques of the planning and project management process.
  • Thorough knowledge of construction project delivery methods, construction administration, and procurement processes.
  • Knowledge of construction technology
  • Knowledge of construction safety practices
  • Knowledge of state laws, ordinances, and codes pertaining to a wide variety of topics like construction methods and techniques; research and analysis; principles of budgeting.
  • Knowledge of CPSM requirements, public procurement practices, and applicable building codes and regulations.
  • Ability to organize, prioritize and perform under pressure in both public and internal capacities.
  • Computer literacy including working knowledge of typical office software products, computer-aided design systems (AutoCAD, REVIT), project management and estimating software.
  • Proven management skills and ability to manage day-to-day operations.
  • Strong written and oral communication skills including: the editing, oversight or preparation of reports, and the presentation of information to leadership and various committees.
  • Strong interpersonal and public relations skills to work effectively with various staff and other customers.
  • Strong organizational and problem-solving skills.
  • Ability to exercise sound and independent judgment within general policy guidelines.
  • Ability to review and evaluate project scopes, design documents, specifications, and procurement packages.
  • Ability to lead and develop professional staff through coaching, mentoring, and performance management.
  • Ability to manage construction projects as needed.


Minimum Work Experience:
  • Substantial experience working as the lead Construction Project Manager, Architect, Engineer, Facility Manager, owner's representative or related role with direct responsibility for project delivery.
  • Experience managing multiple concurrent projects or programs.
  • Direct experience independently reviewing or developing construction documents, specifications, cost estimates, and procurement packages.
  • Direct experience supervising, mentoring, or leading project management staff or project teams.
  • Experience implementing project management standards, quality-control procedures, and process improvement initiatives.
  • OSHA 30 certificate
  • Unrestricted Valid Driver's License in good standing.


Additional Considerations

Additional Considerations:
  • Professional Engineer (PE) or Registered Architect (RA).
  • Certified Construction Manager (CCM), Project Management Professional (PMP), or similar professional credential.
  • Experience serving as the lead project manager with full responsibility for project scope, budget, schedule, procurement, implementation, and closeout.
  • Experience in higher education, state government, or other public-sector work environments.
  • Experience with facilities management, facility operations, or campus planning.
  • Experience in construction inspection, construction administration, commissioning, or other full-time field-based roles.
  • Experience managing project portfolios, project forecasting, resource planning, and performance reporting.
