JOB SUMMARY:

This position has three critical responsibilities. The position is responsible for providing technical expertise for the development, implementation and sustaining maintenance of the Configuration Management (CM) Plan for the Maintenance of Equipment Department. This includes integrating CM into all existing and future key processes. Including identification of all serialized hardware and software on Rolling Stock, Bench Test and Shop Equipment so that the CM Plan's effectiveness can be monitored assessed, improved when required and routinely reported on. CM is the essential function that assures compliance with Corporate Policy, Association of American Railroads, the Code of Federal Regulation guidelines, Federal Transit Administration funding requirements and Capital Program requirements. Must be fluent in the use of the Jobs, OD, and RTE databases and able to manage, process, and close out tasks in these databases. This position is responsible for the management of AAR, APTA and CFR regulation documentation regarding the Equipment Engineering group. Must categorize and post AAR circular letters and documentation and maintain the AAR Library. Also, must monitor and file all Fleet correspondence letters, schedules and plans regarding New Fleet acquisition in the addition, the position is responsible for administration of the engineering document control system. This includes the following activities: coordination of the review, approval, and distribution process for new controlled documents and revised existing documents, identification and removal of obsolete documents, maintenance and publishing of a master list of all controlled documents and their revision status and provide a 24 hour a day/365 day a year document access point for critical documents in a secured environment. As a minimum this includes the following controlled documents: Maintenance Instruction Letters (Mils), Equipment Change Letters (ECLs), Standard Operating Procedures (SOPs), Shop Work Instructions (SW Is), Test Plans (TPs) and drawings

DUTIES AND RESPONSIBILITIES:

Responsibilities may include but are not limited to:
  • Implementation, update and Maintenance of Configuration Management (CM) Plan. Effective introduction of CM into existing Fleet Engineering and Departmental processes.
  • Ensure all Equipment Engineering jobs are processed in the CMC Task database. Ensure that all part numbers are created using the OD database and manage the RTE database regarding processing requests to Engineering.
  • Identify CM issues limiting plans' effectiveness and provide potential resolutions. Provide positive communication to all stakeholders when the implementation of the CM Plan may impact other processes or systems.
  • Ensure that the latest engineering documents are provided to the shop, field and other stakeholders. Manage and support the Technical Writer in processing all RSU equipment related MofE documentation.
  • Develop and maintain an ongoing audit process with Corporate Quality programs. Must be familiar with applicable FRA (Federal Railroad Administration) and APTA (American Public transportation Authority) regulatory requirements and AAR (Association of American Railroads) safety and operational standards.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree in business, Finance, Engineering or related field. 9 years of related experience with application of strict design control requirements may be considered in lieu of the degree.
  • Must possess 5-7 years or more of demonstrated, related, work experience with an understanding and application of strict design control requirements.
  • Must possess a demonstrated understanding of parts breakdown structures of mechanical and electrical designs and typical revision controls.
  • Knowledge of Engineering practices of document and Engineering drawing control, and revision, concurrence routing, communications and correspondences.
  • Thorough working knowledge of the Configuration and Data Management, as well as, AAR, CFR, FRA, APTA processes and the ability to implement and maintain a plan that assures compliance with the Code of Federal Regulations, Corporate Policy, as well as industry standards.
  • Proficient PC skills and working knowledge of Access and Web based databases with proven ability to access, input, update and retrieve information.
  • Strong interpersonal skills are necessary to effectively manage issues involving the CM control process.
  • Must possess experience managing a department budget.
  • Ability to work and manage effectively as part of a management team in a multi-priority environment.
  • Must possess, with ability to demonstrate, effective communications, judgment, and problem-solving and decision-making skills.
  • Ability to accurately forecast timelines, maintain schedules and report progress.
  • Demonstrated written and oral communication skills.
  • Working knowledge of LIRR M/E operations including Fleets, Bench Test Equipment, and Shop Equipment affected by CM implementation

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
  • Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
