Full Job Description

Reports to: Director of IT Infrastructure

Purpose

The Manager, Cloud & Infrastructure is responsible for driving the execution and delivery of PANTHERx's infrastructure strategy across hybrid on-premises and Azure cloud environments. This role owns day-to-day infrastructure operations, vendor relationships, contractor management, and project delivery for critical initiatives including the self-hosting of our pharmacy management platform (CareTend), data center builds at colocation sites, and disaster recovery implementation. This is a hands-on leadership role requiring someone who can drive projects to completion, make strategic decisions based on experience, and serve as the Director's right hand in building a world-class enterprise infrastructure organization.

Responsibilities

  • Leads infrastructure project execution from planning through delivery, including data center builds, Azure landing zone implementation, ExpressRoute deployments, and hybrid connectivity projects.
  • Owns vendor and contractor relationships, including RFP processes, scope management, escalations, and performance accountability. Ensures vendors deliver on commitments and drives resolution when they do not.
  • Manages a team of infrastructure engineers and technical leads, including an Infrastructure & Cloud Lead and Cloud Engineers. Provides direction, removes blockers, and ensures execution aligned with strategic goals.
  • Designs and implements disaster recovery strategy and documentation for hybrid environments, including failover testing, RPO/RTO planning, and runbook development.
  • Partners with application, data, and security teams to understand their roadmaps and translate business requirements into infrastructure solutions. Embeds infrastructure thinking into cross-functional planning.
  • Drives operational maturity across change management, incident response, post-mortem processes, documentation standards, and CMDB hygiene.
  • Implements and maintains observability tooling for hybrid infrastructure, including experience with Grafana and monitoring solutions that span on-premises and cloud environments.
  • Manages capacity planning, cost optimization, and Azure spend governance. Identifies waste, forecasts growth, and makes recommendations on resource allocation and reservation commitments.
  • Coordinates infrastructure builds across geographically distributed sites (Pittsburgh, Memphis, DataBank colocation facilities) and ensures consistency in standards and execution.
  • Balances hands-on technical work (50%) with leadership and coordination responsibilities (50%). Steps into technical execution when the team is blocked or expertise is required.
  • Participates in on-call rotation for critical infrastructure support.


Required Qualifications

  • 10+ years of hands-on experience in enterprise infrastructure, with at least 5 years in data center operations and colocation environments.
  • 5+ years of experience designing and managing Azure cloud infrastructure (IaaS, networking, landing zones, hybrid connectivity).
  • Proven experience building and executing disaster recovery strategies in hybrid environments, including documentation, testing, and cross-site failover.
  • Strong background in vendor management, including contract negotiations, RFPs, scope management, and escalations.
  • Experience successfully managing technical teams and contractors, including resource planning, prioritization, and accountability.
  • Deep understanding of hybrid infrastructure architecture, including on-premises data centers, Azure ExpressRoute, site-to-site VPN, and multi-region connectivity.
  • Experience with observability and monitoring tools in hybrid environments (Grafana, Azure Monitor, or equivalent).
  • Ability to translate technical complexity for non-technical stakeholders, including executive leadership and cross-functional partners.
  • Strong decision-making ability and comfort operating with autonomy in ambiguous or high-pressure situations.
  • Experience in healthcare or other highly regulated industries (HIPAA, SOC 2, or equivalent compliance frameworks).


Preferred Qualifications

  • Azure certifications (AZ-305 Azure Solutions Architect Expert, AZ-104 Azure Administrator Associate, or equivalent).
  • Experience with Infrastructure as Code (Terraform, Bicep, ARM templates) and automation tooling.
  • Familiarity with ITIL or other operational frameworks for change management and incident response.
  • Background in capacity planning, cost optimization, and Azure spend governance.
  • Experience leading infrastructure teams through organizational scaling or transformation.
  • Knowledge of SQL Server, Active Directory, M365, and AVD in enterprise environments.


Work Environment

This position operates in office at least three days a week with some travel to PANTHERx sites (Pittsburgh, Memphis) and colocation facilities as needed. This role routinely uses standard office equipment such as computers, phones, and collaboration tools.
