POSITION SUMMARYThe Clinical Lab Quality Manager is responsible for coordinating the activities of all laboratory personnel, instrumentation, and supplies that are used to perform Clinical Laboratory and Pathology Services The Clinical Lab Quality Manager ensures that regulatory standards are maintained, operational policies are adhered to, and annual objectives are accomplished. In addition to reporting to Sr. Director, Clinical Operations and Strategy, the Clinical Lab Quality Manager will have dotted line reporting to the Laboratory Medical Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Ensures organizational continuity/compliance within the limits authorized by policies, procedures, and budgets.
- This position requires the full understanding and active participation in fulfilling the Mission of Martin Luther King Jr. Community Hospital. - In conjunction with Sr. Director of Clinical Operations and Strategy, assures all laboratory regulatory requirements are met to assure full compliance with CLIA, CAP, CDPH, TJC, OSHA, AABB and California Lab Licensing standards and all equipment is installed and meets Quality Control Standards.

- Direct supervision of phlebotomy, microbiology, and pathology staff.
- Maintenance of all laboratory licenses for hospital laboratory and outpatient licensure (as necessary).
- Ensures that all employee performance evaluations are completed in a timely manner and job specific performance standards are reviewed at least annually.
- In conjunction with Sr. Director of Clinical Operations and Strategy, manages department financial resources to achieve budgeted goals and productivity targets while maintaining financial and competitive viability.

- Administers all aspects of hospital personnel policies as related to all non-physician personnel: (interviews, promotion, hiring, and termination)
- Plans and delegates staff schedules, programs, and evaluations.
- Ensures that safety procedures are properly followed.
- Works with the Sr. Director of Clinical Operations and Strategy and Laboratory Medical Director to develop and implement departmental plans in support of hospital strategic plan.
- Assures a continual state of readiness for all licensure and accrediting agencies including TJC, CAP, and CDPH.
- Supervises the documentation of Quality Control and Quality Improvement plans.
- Coordinates departmental purchases by investigating and negotiating proposals/bids for instruments, supplies, etc.
- Assures Turn-around time is measureable and adequate for laboratory testing.
- Maintains employee competency levels.

POSITION REQUIREMENTSA. Education- Minimum four (4) years experience as a Clinical Laboratory Scientist that includes at least two years (2) years of clinical leadership experience required.
B. Qualifications/Experience- Minimum of a graduate from a college or university as a Clinical Laboratory Scientist (CLS) or Biological Science. Completion of an intern or formal training program subsequent to the completion of a Bachelor's of Science Degree required.
- Current California Clinical Lab Scientist (LIC, CLS) License required
C. Special Skills/Knowledge Must have evidence of basic knowledge in computer, purchasing, contract negotiations and financial skills is required.
