Position Overview:
Under the general direction of the managing director, the incumbent strategically leads the entire talent lifecycle-including recruitment, hiring, onboarding, retention, and training-to ensure staff and AmeriCorps members are fully equipped to provide high-quality, culturally-responsive services. This role is essential to strengthening organizational capacity by designing robust, equitable professional development systems, and fostering a high-performance workplace culture grounded in inclusive excellence, anti-racism, and restorative practices.

UMBC offers competitive compensation. This role starts at $76,000 and has over 4 weeks of vacation for regular full time roles. Tuition remission is also available.

Telework:
A hybrid telework schedule may be available.

Responsibilities:
Directs and implements a strategic talent management system (recruitment, inclusive hiring, retention, supervision models), focusing on building equitable professional development with an emphasis on substantial direct service experience.

Leads compliance and liaison efforts: serves as the primary liaison to AmeriCorps/GOSV and UMBC HRSTM and provides comprehensive oversight to ensure compliance with all federal, state, UMBC, and organizational personnel policies.

Develops, implements, and assesses professional development and training initiatives-including cultural competencies and professional development for staff and AmeriCorps members to ensure high-quality, culturally-responsive services and compliance with all grant deliverables.

Provides direct supervision for up to 3 FTE members of the Personnel and Staffing team and leads departmental efforts to strengthen a workplace culture of equity, well-being, restorative practices, and accountability.

Serves as a key member of the senior leadership team, contributing to organizational strategy, budget recommendations, and periodic backup support services.

Oversees key organizational infrastructure, including the maintenance and upkeep of Choice-operated facilities and fleet in conjunction with team leaders.

Conducts research and assessment retention metrics and salary data to inform executive leadership on best practices for organizational structure and staffing ratios in human services.

Other duties as assigned.

Required Minimum Qualifications:

  • Requires a Bachelor's degree from an accredited university.
  • Five years supervisory and/or human resources experience.
  • Requires a driver's license and use of a vehicle with current registration and insurance.

Note: Position may require occasional travel to other Choice locations throughout central Maryland. Travel may also involve driving UMBC owned vehicle to transport children.

Preferred Qualifications:
  • Two years of leadership in an organization committed to inclusive excellence.
  • Two years of direct service in human services in a youth and family-centered organization.
  • One year of service/employment in an AmeriCorps (or similar) service organization.
  • Strong supervisory skills/experience.

Salary:
Salary: $76,000 - $86,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
