SUMMARY

The Capital Planning Program Manager is a dedicated resource for assigned client(s) responsible for managing the asset assessment program and assisting the client in ongoing capital project planning. In addition, the Capital Planning Program Manager provides technical and process direction to the resources conducting asset condition assessments and contributes to the bid development of new pursuits.

KEY DUTIES & RESPONSIBILITIES

People Leadership

Demonstrates strong, competent leadership for team members to guide them in reaching their full potential and meeting their objectives, which supports achievement of our corporate goals. Specifically, these responsibilities include but not limited to:
  • Full involvement with recruiting talent
  • Provides mentoring, coaching and guidance to all team members
  • Objectively recommends compensation adjustments
  • Manages all aspects of performance

Capital Planning
  • Liaises with Client Corporate Real Estate representatives to identify capital planning needs and priorities
  • Responsible with the client for the development of the capital plan and budget
  • Contributes to the development of the implementation plans to execute capital plan deliverables

Asset Assessment
  • Defines asset condition assessment methodology and identifies asset criteria for assessments based on industry standards and facility requirements
  • Provides technical standards, process, direction and oversight to the resources conducting asset assessments, annual building inspections and other specialized asset assessments
  • Delivers technical training to facility operations teams conducting asset condition assessments
  • Audits asset condition assessment data and conducts site audits to conduct quality assurance reviews of assessment activities to ensure compliance with defined methodology and is technically accurate
  • May conduct condition assessments of building systems and prepares written reports detailing findings and recommendations
  • Provides technical guidance to relevant team members
  • Oversees the maintenance of capital planning database and ensures data integrity
  • Collaborates with relevant concerned parties to continuously refine and implement asset assessment management processes and tools

Reports and Data Management
  • Oversees the preparation of capital planning and systems reports
  • Provides technical subject matter expertise in the development and enhancement of capital planning reporting systems and tools
  • Other duties as assigned


KNOWLEDGE & SKILLS

  • University degree in relevant field such as civil, mechanical, electrical engineering, building science or building engineering
  • 5 to 10 years of capital planning work experience
  • Thorough understanding of the principles of asset assessment and building science including fundamental knowledge of building envelope, mechanical and electrical building systems and site components.
  • Thorough knowledge of the American Society for Testing and Materials (ASTM) Practice E2018-01 "Standard Guide for Property Condition Assessments: Baseline Property".
  • Highly-skilled at conducting building condition assessments
  • Seasoned professional in providing cost estimates for maintenance, replacement and repair of building components and systems.
  • Fundamental knowledge of national building codes in place for commercial buildings.
  • Fundamental knowledge of general building design, construction and facility operation of commercial buildings.
  • Experience with commercial asset management software systems.
  • Ability to work with a team and provide direction to staff
  • Strong written and verbal communication skills along with presentation abilities.
  • Strong computer skills including the ability to learn new software programs

Licenses and/or Professional Accreditation
  • Professional Engineering Designation
  • Accreditation to work in specific assessment management software, an asset
  • LEED Certification from Canada Green Building Council, an asset
  • Specific training in asset management, an asset
