Role Description:
The Manager, Capital Delivery will be accountable and responsible for contract oversight, management, administration, and technical direction for multiple concurrent Architectural or Engineering (AE), Construction, and Collaborative Delivery contracts. The position is responsible for leading, supervising, and developing a team of project/program management and direct report staff to deliver the Capital Improvement Program (CIP) and provide Operation on-demand support. The position may serve as the Contracting Officer Technical Representative (COTR) for Engineering CIP Projects and/or Lifecycle Project Manager for various/multiple Collaborative Project Delivery (CPD) projects. The position is expected to carry out assignments independently, to include interpreting policies and regulations and coordinating work with others.
Essential Duties & Responsibilities:
Duties within the scope of the practice of engineering (POE) will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131 and are respectively identified. For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.

• Oversees, develops, and supports direct report(s) to achieve professional and performance goals.

• Leads a team of professionals both internal and external to the CIP and on-demand Operations support programs.

• Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings, and preparation of status reports for Authority management.

• Directly manages and/or oversees project management staff with contract oversight and administration for Architectural or Engineering (AE), Construction, and Collaborative Delivery contracts, and on-demand Operations support.

• Monitors and reports on planning, design and construction project schedules, budgets, purchase order sufficiency, and invoicing, and take corrective actions to comply with established standards and SOP when necessary.

• Manages and/or oversees contract deliverables for quality and accuracy.

• Manages and/or oversees the Owner's Advisor (OA) and lifecycle Project Manager assigned by Program Management to support collaborative delivery contracts.

• Assists the Contracting Officer with Claims and Disputes Management.

• Manages and/or oversees the timely preparation and approval of contract modifications (e.g., Change Orders and Supplemental Agreements) in accordance with DC Water standards.

• Prepares consultant/contractor performance evaluations.

• Develops strategies for continuous improvements, change management, and work with staff to implement policy and procedural changes.

• Ensures overall project controls including planning, project/contract status reporting, cost, quality, and schedule management are enforced throughout the project lifecycle.

• Ability to manage multiple concurrent projects.

• Manages internal and/or external matrixed Project Management and Program Management consultant staff assigned to the contract from concept through construction closeout.

• Provides appropriate technical direction in the administration of assigned contract(s) and coordinates with engineer of record (EOR) for all design changes to the plans and specifications, as applicable.

• Reviews standards for design and participates in the development of new standards.

• Provides technical guidance in interpreting codes, standards, and contract documents.

• Performs other duties and projects as assigned at the discretion of the supervisor.

Supervisory Responsibilities: Supervises Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area of responsibility and direct reports.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, contractors and project engineers from other organizations and agencies, etc.

Required Skills & Qualifications
Required Experience
Minimum 7 years of progressive engineering experience related to contract management and administration, and CIP planning, design, construction projects, management of budget, schedules, and resources involving large multi-disciplinary water and wastewater projects/programs.
Knowledge of engineering design of major water, sewer, and wastewater treatment facilities.Knowledge with construction management practices and methods.Knowledge of Progressive Design Build (PDB) and Construction Manager at Risk (CMAR) collaborative delivery methods.Knowledge of federal, local, and industry engineering codes and standards. Knowledge of engineering software applications. Experience with Project Management practices and PMI principles.
Minimum Education Requirements:
Bachelor's degree in Civil/Mechanical/Structural/Electrical Engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.

Physical Requirements:
Primary duties of this role are performed indoors, but the person in this position could be required to conduct field visits that could last several consecutive days. The person in this position may be subject to noise, and to hazards from a variety of physical conditions. The person in this position may be subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mist, gases, or poor ventilation, or to exposure to oils or other chemicals on construction sites and at plant locations.

Preferred Skills & Qualifications
Preferred ExperienceTen (10) years of demonstrated experience in Civil/Mechanical/Structural/Electrical engineering works, involving the design, operation, modeling, and analysis of water system facilities, contract and construction management of water projects, or a closely related field.Knowledge of regulatory developments, new technology, and current trends in water systems design.
