Summary

The Manager, Asset Planning, is responsible for developing the tools necessary for the MTA's Twenty-Year Needs Assessment and subsequent multi-billion-dollar Five-Year Capital Plan that identifies the critical transportation investments necessary to ensure the continued mobility of the MTA region. This position will work directly with senior staff and MTA agency stakeholders to conduct a systematic analysis of assets and systems, multiple transportation investment proposals and initiatives used to develop asset investment strategies. The Manager is also responsible for ensuring that the results of these activities are presented in an accurate, understandable, and timely manner.

Responsibilities

The Manager will be responsible for supporting digital transformation efforts to improve both the quality and efficiency of physical asset evaluation that informs investment optimization strategy. This includes planning for the following MTA's capital assets: railcars, buses, stations, tracks, structures, signals, communications, power, yards, and facilities. Ultimately, this make-up the millions of components that enable the MTA to move millions of New Yorkers every day. The Manager can expect their portfolio of projects and work activities to primarily focus on Metro-North Railroad assets. The Manager will contribute substantially to all, or a subset therein, of the core Planning activities listed below:

Development of the Twenty-Year Needs Assessment

Development of MTA's 5-year Capital Program.

Development of capital strategies and plans for the MTA and the region.

Working directly with senior staff on the development and planning of multiple transportation proposals and initiatives across the C&D Planning Department.

Development and management of scopes, budgets, and work plans for various projects.

Managing professional staff and consultants

Manage development and improvement of asset planning tools and strategies, including but not limited to transit/railroad power, communications and signals assets.

Identify and utilize best practices to develop and manage data sets and analytics.

Manage all aspects of capital plans and strategies, including consultant teams contracted by MTA to assist in major planning initiatives.

Manage review processes and finalize technical documents.

Calculate asset category degradation over time and Total Cost of Ownership (TCO).

Estimate benefits of investment versus consequence of deferral in financial terms or others (e.g. customer impact, life safety, etc.).

Manage the development and review of agency plans.

Present to Executive leadership, Senior Management, external agencies, and public stakeholders in an accurate, understandable, and timely manner.

Manage and mentor junior staff.

Develop presentations, maps, graphics, and other public facing documentation.

Use Geographic Information Systems (GIS) to analyze contexts and implications of transportation improvements.

Use Power BI to create reporting or other data visualization tools

Analyze, assess, interpret, and present a wide variety of data to understand and represent the capital needs of the MTA agencies, with a focus on Metro-North Railroad.

Present findings of various analyses to MTA senior staff, operating agencies, the public, and non-MTA agencies in an accurate, understandable, and timely manner.

Utilize large databases of information, including asset assessments, asset inventories, regional planning information, transit usage, socio-economic and demographic information to develop planning tools for prioritization that underpin the agency's capital strategy.

Interface with other areas of C&D in support of planning activities.

Work directly with senior staff on key policy issues.

Manage various studies and initiatives.

Education and Experience

Bachelor's degree in transportation planning, urban planning, public administration, or a related field.

Must have six (6) years of relevant experience, preferably in transportation,

Master's degree preferred.

Competencies:

AICP or PE certification/license a strong plus.

Knowledge of railroad/transit power, communications and signals assets a strong plus.

Strong supervisory and technical skills, including proficiency in MS Office, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools; knowledge of data modelling technique exposure to SQL, R, or Python is desirable.

Ability to perform in depth qualitative and quantitative analyses using a variety of tools and datasets.

Strong time and task management skills with ability to manage multiple projects and deadlines and maximize the output of a small staff.

Effective communication, strong writing and presentation skills.

Knowledge of the MTA regional network and operating context, as well as local, state, and federal transportation and policies. Knowledge of Metro-North Railroad territory is desirable.

The ability to work with both senior level staff and technical personnel on a diverse array of issues.

The ability to interface with senior political and business representatives.
