Job Summary

The Manager, Administration & Strategy, within the Stations, Facilities & Structures division, will serve as a leader responsible for advancing workforce capacity, training, and development initiatives. This role will oversee staffing plans, personnel actions, and policy and procedure compliance, while ensuring operational efficiency and workforce readiness. The Manager will lead key initiatives to strengthen workforce capacity, enhance employee development, and provide essential reporting and analysis for the division. This role combines strategic leadership with administrative oversight, ensuring the Stations, Facilities, & Structures division has the staffing, training, compliance, and reporting infrastructure needed to meet current and future demands. The Manager, Administration & Strategy, will play a pivotal role in shaping workforce capacity, supporting employee development, building administrative processes, and driving operational success.
Duties & Responsibilities

  • Partner with division leadership to assess and align hiring and administrative strategy with operational goals.
  • Oversee staffing plans, requisitions, and personnel actions in coordination with division leadership and the Workforce Management department
  • Maintain departmental roster/distribution lists, organizational charts, seniority/rating lists, and the Personnel Control Log (PCL).
  • Monitor and manage the division's administrative processes, including the pick process, substitute list, and personnel movements.
  • Ensure compliance with Authority policies and collective bargaining agreements.
  • Write, maintain, and monitor the compliance of departmental policies and procedures.
  • Develop actionable reporting on staffing levels, absenteeism, overtime, payroll, leaves, and other critical trends.
  • Design and implement division onboarding/offboarding programs and workforce initiatives.
  • Partner with relevant departments to ensure a strong training curriculum for division staff.
  • Track training, certifications, and job requirements acrossdivisionroles.
  • Collect and analyze personnel data to provide insights and recommendations for improving efficiency, reducing absenteeism, and enhancing engagement.
  • Provide guidance and training to supervisors and staff on administrative procedures and tools.
  • Build new processes and drive process improvements across the division's administration to enhance efficiency.
  • Lead special projects that advance administration, operational excellence, and strategic goals.
  • Visit various MBTA facilities as needed.
  • Uphold EEO/anti-discrimination standards and foster fair, consistent application of Authority policies.
  • Perform other duties and projects as assigned.


Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution
  • Five (5) years of experience related to administration
  • One year (1) of progressively responsible experience in a supervisory and/or project leadership role
  • Experience with HRIS and other administrative systems
  • Proficient with Microsoft Office Suite
  • Effective organizational, confidentiality, and interpersonal skills
  • Demonstrate analytical skills
  • Ability to provide internal and external customers with a courteous and professional experience
  • Have the ability to supervise and work effectively with a diverse workforce
  • Valid driver's license without infractions in accordance with MBTA policy

Preferred Experience and Skills
  • Experience working within a unionized environment.
  • Experience with Tableau or other data visualization tools.


Substitutions Include

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in arelated subject substitutesfor two (2) years ofgeneral experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.


Job Conditions:
  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting pre-employment screenings / pre-boarding, working in their positions, and throughout the duration of their program.
