Role Summary

The Manager, Administration and Finance, is a member of the ICSID management team and provides strategic leadership for the administrative, financial, human resources, technology and corporate service functions that support ICSID's operations and long-term priorities. Reporting to the Deputy Secretary-General, the Manager directs finance, budgeting, workforce planning, human resources, IT, records and information management, conference services, procurement, and facilities coordination, while advancing organizational effectiveness, operational excellence, and institutional modernization. Working closely with ICSID senior leadership and WBG partners, the Manager ensures that ICSID has the people, systems and resources needed to achieve its objectives and respond to evolving business needs.

Roles & Responsibilities:

Strategic Leadership and Institutional Management
• Serve as a member of the ICSID Management Team, contributing to ICSID's strategic direction and institutional priorities.
• Advise the Deputy Secretary-General and Secretary-General on operational strategy, governance, organizational performance, resource allocation, workforce planning, and institutional risk.
• Develop and implement strategies that translate institutional priorities into operational plans, performance objectives, measurable results, and stronger organizational effectiveness.

Operational Leadership and Corporate Services
• Set the strategic direction for ICSID's administrative, financial, technology and corporate service functions.
• Oversee the day-to-day management of finance, budgeting, information technology, records and information management, conference services, procurement coordination, facilities management and related operational functions.
• Ensure efficient, integrated, client-focused, and scalable operational processes.
• Lead operational policy development, business continuity planning, and enterprise risk mitigation.

Resource Management
• Lead preparation, execution, and monitoring of ICSID's administrative budget and workforce plan.
• Advise senior management on financial performance, revenue trends, forecasting and long-term sustainability.
• Oversee financial reporting, audit coordination, internal controls, compliance and implementation of audit recommendations.
• Promote sound stewardship of institutional resources through strong financial discipline, transparency, and control.

Organizational Transformation, Technology and Innovation
• Lead enterprise initiatives involving digital transformation, process redesign, automation, artificial intelligence, enterprise systems, and organizational modernization.
• Develop long-term technology and information management strategies aligned with institutional priorities.
• Promote data governance, business intelligence, analytics, and evidence-based decision making.
• Partner with ITS and other WBG functions to deliver secure, innovative, and sustainable solutions.

Institutional Partnerships and Representation
• Represent ICSID in strategic engagements with WBG units and corporate service providers.
• Build collaborative relationships across Human Resources, Treasury, Information Technology Solutions, Procurement, General Corporate Services, Finance, Internal Audit, Risk Management, and other partners.
• Lead cross-functional initiatives with WBG partners to improve service delivery, strengthen controls, and modernize institutional processes.

People Leadership
• Lead, mentor and develop a diverse multidisciplinary team.
• Foster an inclusive, high-performing culture focused on collaboration, accountability, innovation, and continuous learning.
• Direct workforce planning, recruitment, succession planning, talent development, and performance management.

Selection Criteria
• Advanced degree (Master's or PhD) in business administration, finance, public administration, management, information systems, political science, international relations, public policy or another relevant discipline, with at least 12 years of experience, including substantial management experience and experience overseeing complex institutional operations in a large international organization, or an equivalent combination of education and experience.
• Excellent written and oral communication skills, including the ability to draft, edit and present complex information clearly and persuasively in English and in at least one of ICSID's other official languages, French or Spanish.
• Extensive knowledge of ICSID's governance, operational model, financial framework and relationship with the WBG.
• Demonstrated ability to advise senior managers on organizational priorities, budgeting, operational risk and institutional management.
• Proven success leading multidisciplinary teams and enterprise-wide modernization initiatives, including high-level information technology, digital transformation, automation, and enterprise systems projects.
• Experience overseeing budgeting, financial management, workforce planning, audit coordination, internal controls and corporate services.
• Demonstrated ability to work with technology partners to define business requirements, guide implementation, manage institutional change, and ensure that IT solutions support operational priorities.
• Strong analytical, organizational, communication, negotiation and stakeholder management skills.
