This Management & Program Analyst position is located in Direct Reports/Chief of Staff/Administrative Services Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
- Provides workforce liaison services to employees and senior management by developing, interpreting and advising leadership on a broad range of human capital policies and administrative processes. Serves as an advisor to managers and senior leaders on productivity and efficiency of human resources, employee development, and workforce planning.
- Ensures adherence to program policies, regulations, goals, and objectives, and evaluates organizational methods and procedures for delivering human resources-related services to promote compliance, consistency, and effectiveness. Monitors compliance, identifies areas for improvement, and provides recommendations to strengthen consistency, accountability, and operational effectiveness.
- Initiates, tracks, and facilitates programs related to organizational structure, hiring practices, and Executive and Senior Executive hiring; developing and implementing internal policies and procedures that support division objectives and improve service delivery to internal and external customers.
- Facilitates and disseminates responses regarding TSA policies, practices, and procedures.

QualificationsSpecialized Experience: To qualify at the
SV-H (GS-12) band level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service or private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Providing a wide range of administrative services in support of one or more of the following program areas: position management, employee performance management programs, payroll support, awards, and other various human resources related functions; and
- Researching personnel actions (e.g., benefits changes, promotions) within human resources related information systems to ensure compliance and timely submission; and
- Preparing and maintaining personnel reports, including compliance, staffing status, workforce planning, and attrition data, to inform management and support human capital operations.
Specialized Experience: To qualify at the
SV-I (GS-13) band level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service or private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Providing guidance, recommendations, and advice to personnel on human resources policies, procedures, available options, and best practices; and
- Preparing and maintaining personnel reports, including compliance, staffing status, workforce planning, and attrition data, to inform management and support human capital operations; and
- Participating in meetings, working groups, and project teams related to human resources programs, workforce initiatives, and organizational improvement efforts.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

TSA will not make a monetary payment for any leave forfeited under these circumstances.
