Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be serving as the lead analyst for advancing a wide array of MDA Modeling and Simulation (M&S) tools used to support: real-world missile defense system and equipment operations testing/ validation; Combatant Command (CCMD) training exercises conducted to develop joint Tactics, Techniques and Procedures (TTPs) and Concept of Operations (CONOPS); and MDA capability development activities.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Management & Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:

  • Conducting investigative analysis and advising management on the development of a strategic roadmap for the Warfighter Integration Directorate to advance current Modeling and Simulation (M&S) capabilities to keep pace with technology (Containerization / Virtualization / Software In the Cloud (SWIC), etc.) in order to enhance productivity and efficiency by enabling easier access/use for Combatant Commands (CCMDs) to the Missile Defense Agency's (MDA's) M&S tools to support their training exercises.
  • Acting as a primary interface with the Joint Staff J7, Deputy Director for Joint Training (DDJT) to evaluate the effectiveness of MDA M&S tools in order to ensure alignment in M&S advancements and initiatives and supporting Joint/CCMD training exercises; principal advisor to DW management on user access to MDA-developed M&S software, ensuring secure and authorized access based on exercise requirements.
  • Analyzing, assessing, reviewing and providing missile defense M&S technical and programmatic information to CCMDs/Services for training and education programs; assesses program development of M&S programs supporting exercises world-wide with simulations, distributive connectivity, data collection, analysis, and technical support.
  • Analyzing and developing presentations / reports on the integration of M&S models (ex: Missile Defense Space-Warning Tool (MOST)) to provide early warning simulation and develop plans for MOST support for Missile Defense exercises and sustainment training.
  • Reviewing contracting documents and advising management on concurrence on conformance and compliance with Contract/Task Order terms and conditions to assist the Government Contracting Office.
  • Analyzing and evaluating Engineering Change Proposals and participating in evaluations of contractor's proposals for M&S capabilities.

Qualifications

You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 4 specialized experience listed below to be qualified:

  • Managing assigned programs and resources to troubleshoot verification and validation; and of training and certification through simulation injects.
  • Developing simulation scenarios, system stimulation policies, and procedures; and software development upgrade coordination; and overall policy development.
  • Assessing and managing training requests and supporting major exercise events for all customers.
  • Conducting formal technical reviews and evaluations to confirm system requirements and test planning are defined and executable.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
