To manage and provide consulting services to senior management in the practice areas of strategy development and planning; business planning and performance reporting; business process re-engineering; program review and alternative service delivery; program and service improvement; organization development; and, change management.

Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse clients reflecting practice areas.
  • Provides business analysis, formulation, coordination and advice to senior managers regarding programs, services and organization at both a strategic and operational level.
  • Shapes and coordinates client requests for IT products, services and initiatives. In consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.
  • Directs and facilitates the assessment process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.
  • Brings analysis and conclusions forward to the client/stakeholders, chair meetings and promotes systematic discussion.
  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
  • Works in support of project steering committees and leads interdepartmental teams and working groups.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices;
  • Leads and/or supports cross-departmental teams in the development and application of corporate initiatives; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
  • Researches, reviews and reports on existing and new technology solutions, tools and methodologies and advises senior managers on emerging techniques and other applied IT concepts and their applicability to the City.
  • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives
  • Fosters and maintains cooperative working relationships within and external to the division; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.
  • Supports and contributes to the preparation of various formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLA).
  • Negotiates with senior management, clients, and various stakeholders, to navigate conflicting goals, objectives and priorities and achieve mutually beneficial outcomes.
  • Applies Business Relationship Management (BRM) competencies to assist with the planning and initiation of technology initiatives and service requests, partnering with client divisions to define project scopes, action plans and objectives
  • Develops, designs, and delivers presentations, promoting technology products and services to increase client understanding and appreciation of their benefits, emphasizing how they align with their specific divisional and business operations.
  • Acts as a first point of escalation for clients to coordinate the resolution of issues and ensures timely communication throughout the process.
  • Engages with clients from project ideation to adoption, to ensure that IT service delivery objectives are met at a line-of-business level and fostering a collaborative partnership.
  • Schedules and prepares quarterly reviews, utilizing them to set objectives, address any gaps in client engagement and identify opportunities for further enhancement
  • Identifies and analyzes current business processes and practices in the context of evolving information architecture, technology architecture and performance measures; assists in the preparation of feasibility studies and recommends overall technical solutions for business initiatives leveraging existing enterprise infrastructure investments
  • Support client strategy development, supporting business objectives and mapping of required technical capabilities


Key Qualifications:

The primary responsibilities of the Management Consultant (Business Relationship Management) position include, but are not limited to:
  1. Post-secondary degree or diplomain Information Technology, Computer Science, Business Administration or Project Management or related field of study or an equivalent combination of education and experience.
  2. Extensive experience in client relationship management and strategic consulting, demonstrated through building and maintaining partnerships, leading engagement activities (e.g., quarterly reviews and escalations), developing strategic plans and narratives, and working collaboratively with cross-functional stakeholders to align
  1. Considerable experience in technology operations, supported by broad knowledge of project management principles, Business Relationship Management (BRM), and business analysis methodologies.
  2. Considerable experience with current and emerging information technology concepts and trends, including applied knowledge of ITIL and BRM best practices, and understanding of business requirements related to technology services and solutions.
  3. Considerable experience leading project teams in large and complex business or technology environments, involving multiple stakeholders and diverse organizational contexts.
  4. Certification from the Business Relationship Management Institute with Business Relationship Management Professional (BRMP®) or Certified Business Relationship Manager (CBRM®) is an asset.
  5. Highly developed oral and written communication skills, including the ability to effectively present, facilitate discussions, and negotiate with diverse stakeholders, including senior management and executive-level audiences.
  6. Knowledge of IT infrastructure, business applications, and their integration in support of organizational operations and service delivery.
  7. Strong organizational, planning, and priority-setting skills, with the ability to manage multiple competing demands in a dynamic environment.
  8. Ability to deliver exceptional client service, with demonstrated skills in negotiation, conflict resolution, and managing complex stakeholder relationships.
