Duties

Help

The selectee will serve as a Management and Program Analyst in the Office of Protective Operations. Typical work assignments include:

  • Transform raw data into actionable insights by analyzing information generated from agency systems and organizing it into user-friendly formats such as data dashboards, comprehensive reports, executive briefs, and detailed presentations. Provides stakeholders with clear, evidence-based solutions and recommendations to support strategic decision-making.
  • Communicate complex technical information, ideas, and recommendations to a wide range of audiences, including senior leadership, stakeholders, and operational personnel. Translate intricate data and analysis into clear, concise, and actionable insights tailored to the specific needs and expertise levels of the customer.
  • Review and evaluate established policies, procedures, and operational frameworks to identify gaps, inconsistencies, and areas where additional guidance is required. Conduct thorough assessments to ensure alignment with organizational objectives, compliance with regulations, and effectiveness of current practices. Collaborate closely with stakeholders, including program managers, subject matter experts, and other relevant personnel, to review policies, procedures, and proposed modifications. Gather feedback, address concerns, and develop solutions to improve the effectiveness and efficiency of program operations.
  • Conduct detailed reviews of highly technical and foundational documents, including policies, procedures, federal laws, regulations, and agency directives, to ensure a comprehensive understanding of their content and implications for organizational operations. Analyze complex legal and regulatory frameworks to identify discrepancies or inconsistencies between line program operations and established federal, state, or agency policies and procedures.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-11 level (starting salary $85,447) if you possess one of the following:

One year of specialized experience equivalent to the GS-09 level performing duties such as:

  • Performing research to develop studies that analyze findings related to organizational programs.
  • Evaluating program operations relevant to departmental policies and making recommendations.
  • Assisting with the preparation of strategic planning activities, providing advice and guidance for improvements, and anticipating areas of concern in program development.


OR

  • A Ph.D. or equivalent doctoral degree, LL.M.


OR

  • 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.


OR

  • A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.


You qualify for the GS-12 level (starting salary $102,415) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as:

  • Researching, organizing, and analyzing data generated from databases, applications, and programs.
  • Evaluating effectiveness and identifying programmatic gaps.
  • Presenting recommendations to management based on findings from program analysis.


Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
