The Air Force Civilian Service (AFCS) is looking for a Full-Time MANAGEMENT AND PROGRAM ANALYST (NH-0343-03) to work at Air Force Materiel Command (AFMC) in the Oklahoma City Air Logistics Complex (OC-ALC) at Tinker Air Force Base in Oklahoma City, Oklahoma. 2026 Salary Range: $89,508.00 - $138,370.00/Year (includes locality)

The primary purpose of this position is to provide specific and detailed information on industrial process performance to shop, squadron, branch, and group level personnel to ensure effective use of AFSC resources. Metrics such as hours earned vs. actual, touch-time, real-time completion, and workload level are to be developed, maintained, and enhanced where possible to identify areas for process improvements.

Knowledge, Skills and Abilities:

1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues of problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

2. Master knowledge of overall mission, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procedures, manufacturing, strategic sourcing, and other support areas.

4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.

5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.

Additional Position Requirements:

1. Knowledge of database table structures, Microsoft Excel functions, Structured Query Language (SQL), and Industrial Process Control (IPC) principles. Knowledge of analytical methods and basic statistical principles. Knowledge of Robotic Process Automation methods and familiarity with software such as UIPath or Power Automate.

2. Skill at developing user-friendly interfaces for data input control, efficient dashboard design, and displaying information in a clear, concise manner using graphical representation. Skill at presenting and briefing information at an executive level. Skill at technical writing and communication.

3. Ability to rapidly integrated different types of data into a working model. Ability to maintain focus while answering customers and teammates. Ability to brief in front of audiences ranging from technical SMEs to personnel unfamiliar with the process and adapt information communicated to be understandable to each.
