Summary

This position is in the Veterans' Employment and Training Service (VETS), a subagency of the U.S. Department of Labor (DOL). The incumbent serves as a Regional Outreach Specialist corresponding to the VETS Regional Offices.

This position is inside the bargaining unit.

Duties

Help

For the GS-13 Management and Program Analyst (Regional Outreach Specialist) position the duties include:

  • Provides general knowledge and technical proficiency in the development of strategic outreach plans, communications, public education, and regional engagement strategies.
  • Develops a regional strategy, supporting the VETS Operations Plan for engagement with employers, SWA's and other organizations and individuals that inform and influence action in the veterans' hiring space.
  • Analyzes and evaluates regional employer job driven training and outreach programs and ensures organizational effectiveness and efficiency.
  • Prepares briefing materials and synthesizes information in visual aids for distribution or to facilitate speeches or briefings.
  • Engage and consult with employers and effectively explain and promote On-the-Job training, internship, apprenticeship and Department of Defense (DOD) Skillbridge opportunities, and other related programs to address skill-gap.

Qualifications

You must meet the Specialized Experience to qualify for Management and Program Analyst (Regional Outreach Specialist), as described below.

For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-13 includes at least three of the following:

  • Experience recommending strategies for outreach, communications, public education, and engagement.
  • Experience analyzing and evaluating the effectiveness of outreach programs and services.
  • Ability to build and maintain relationships with external stakeholders to expand employment opportunities for veterans, transitioning service members, and military spouses.
  • Experience presenting organizational positions to external stakeholders.
