Duties

Help

• Serves as the installation functional subject matter expert (SME) for Facility-Related Control Systems (FRCS) that monitor, or monitor and control.
• Provides expertise in the development, dissemination, implementation, integration, and improvement over program requirements, administrative and organizational programs, and process improvement initiatives.
• Serves as the primary planner, analyst and advisor to OT program requirement, annual and/or multi- year long range planning, and/or commercial issues for key OT programs.
• Collaborates with control systems stakeholders - Installation/facility control engineers and operators; Installation Management general engineers; physical security, information network and system security experts and so on.
• Reviews Sustainment, Restoration, and Maintenance (SRM) and Military Construction (MILCON) project designs produced by design firm engineers.
• Assists the organization with programming, analysis and monitoring funds; evaluates program funding plans and their execution, identifying actual or potential problem areas. Directs and conducts management studies for cost- effective organization.
• Ensures programs comply with Unified Facilities Criteria (UFC) 4-010-06, Cybersecurity of FRCS, and other DoD and Federal facilities design criteria, while satisfying the mission requirement; helps track the FRCS portion of projects until completion.

Qualifications

To qualify for a Management and Program Analyst (Operational Technology), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

• Serving as the installation functional subject matter expert (SME) for Facility-Related Control Systems (FRCS).
• Identifying the need and developing resolution of issues and problems as well as program improvements and future projects.
• Collaborating with control systems stakeholders: installation/facility control engineers and operators.
• Implementing guidance, policy, reporting requirements, and oversees contract support for the site as they relate to assigned programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
