As a Management and Program Analyst (Loan), GS-0343-13, you will be responsible for:
• Creating, producing, and finalizing the regulations of Title IV federal student loan programs, including the production of all related deliverables.
• Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, and objectives.
• Strengthening a comprehensive understanding of applicable statues, regulations, policies, procedures, and historical precedents governing Title IV programs.
• Evaluating and advising of organizational structures, methods, and procedures.
• Communicating in a clear thorough fashion in written materials and oral presentations.

QualificationsMinimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialized experience.
Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience analyzing Title IV federal student aid program regulations, specifically the Federal student loan programs, and student loan programs experience with regulations impacted by the One Big Beautiful Bill changes to facilitate policy development.
2. Experience developing written Title IV federal student aid programs related to federal student loan programs (ie., Health Education Assistance Loan (HEAL), Perkins, Federal Family Education Loan (FFEL), Direct Loans, or Parent Loan for Undergraduate Students (PLUS), Consolidation, One Big Beautiful Bill, and Federal student loan program changes) information to provide guidance to internal and external stakeholders.
3. Experience and/or working knowledge of negotiated rulemaking and communicating policies, regulations, and statutes related to Title IV student aid programs, specifically federal student loan programs, including negotiating techniques and/or making presentations.

1. Knowledge of administrative laws, policies, regulations, and precedents applicable to administration of important programs, including OBBB federal student loan program changes.
2. Knowledge in the application of analytical and evaluative methods for the assessment and improvement of program efficiency/effectiveness or improvement of management processes and systems.
3. Knowledge of program goals and objectives on the timing of key program events and the methods of evaluating accomplishments.
4. Ability to identify and develop ways to resolve problems that directly affect the accomplishment of program objectives and goals.
5. Skill to write and orally present in an understandable and concise manner.
