The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • The incumbent works with Data and Analytics to develop strategies for growth, optimize operational processes, and prepare project plans to implement effective improvements. Meets with top-level managers and executives within Data and Analytics Compliance, and Business Units across the Service to define the overall goals and objectives for respective projects/initiatives.
  • Conducts analytical studies on key programs, policies and/or procedures to formulate solutions to address issues. Determines business requirements to improve inefficiencies and delivers recommendations and determinations on how to proceed, including the methodology to be used, in improving business practices and processes.
  • Conducts in-depth analyses of data, requirements, documented processes, and readily available information Identifies problem areas and develops solutions and/or recommendations to resolve them.
  • Takes a leadership role in influencing and developing policy and guidance and makes recommendations to improve the effectiveness of organizations during and after the completion of analytical studies and projects. Negotiates on policy matters involving organizational or operational areas.
  • Continually evaluates the effectiveness of ongoing activities, and considering program objectives, makes recommendations to adapt and vary program activities based on analysis of findings. Prepares agency directives, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations relating to the project.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

QUALIFICATION REQUIREMENTS:

Specialized Experience GS-15:
You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must include:

- Maintaining technical authority and competence within assigned areas, subject matters, and/or programs.

- Directed others to implement new processes or programs after familiarizing and gaining proficiency with them.

- Negotiating with management to accept and implement recommendations where proposals involve organizational resources or updates to established procedures.

- Leveraging organizational and management systems to analyze divergent programs to develop processes that impact organizational workflow.

- Coordinating assignments internally and between organizational areas/divisions, including special cross-functional programs and projects as a principal advisor.

- Providing technical guidance and advice on novel, controversial, or complex tax administration issues.

- Conducting the final review and approval for management on technical projects, policies, or processes that require executive-level approval.

- Representing within RAAS and with other IRS business units on technical, administrative, and operational matters.

- Adjust to shifting priorities while maintaining focus on commitments.

AND

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education
