- Consults with top-level managers and executives to establish and define the overall goals and objectives of major projects.
- Prepares short- and long-term action plans and schedules for various phases of the project, ensuring consistency with Service goals, schedules, and policies.
- Manages project resources, recommends resource requirements and adjustments, and negotiates with Business Units to obtain resources and support.
- Establishes systems to review, control, and report on project status. Monitors projects and adjusts work plans, schedules, and assignments for project accomplishment.
- Plans, coordinates, and establishes operating methods and procedures and directs the development and accomplishment of employee training related to the project.

SPECIALIZED EXPERIENCE:GS-15 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must include: Wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude; Full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Working with others to maintain harmonious relationships with all parties; Oral and written communication; Leading or providing key support for enterprises or corporate level programs or projects that meet strategic program plans, objectives and goals; Relationship management and privacy requirements related to public/private partnerships with the tax industry, financial sector, states, and other government agencies; Security Summit, Identity Theft Tax Refund Fraud Information Sharing and Analysis Center (IDTTRF-ISAC), or the Coalition Against Scam and Scheme Threats (CASST).
ANDYou must also meet the following requirement(s):- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
