KEY REQUIREMENTS

MAJOR DUTIES
  • Serves as the principal staff advisor to the AD of HRD. In this capacity, develops sources of information, identifies and performs analysis of issues, analyzes the consequences of adopting various proposals and policies, and forecasts developments potentially affecting HRD operations.
  • Establishes and maintains close and professional relationships with high-level personnel inside and outside the FBI.
  • Coordinates with HRD Section Chiefs and Unit Chiefs to ensure products and reports are ready for AD review.
  • Follows up on and coordinates responses to taskings from FBI leadership (Director's Office, DD, ADD, ODs).
  • Reviews administrative and technical procedures to ensure the HRD executive assistant staff is as efficient and effective as possible.
  • Informs management of highly sensitive and/or controversial issues and recommends and/or implements appropriate action.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience interpreting regulations and policies to direct and coordinate the efforts of team members and/or to complete projects.
  • Experience analyzing complex processes and procedures and presenting findings to senior leadership.
  • Experience interpreting guidelines for content applicability, and where nonexistent, proposing operating.
  • Evaluating short and long-range program plans, goals and objectives and milestones for compliance with overall mission.

ADDITIONAL INFORMATION

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere.   • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.   • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
