Summary

This position is part of the Defense Security Cooperation Agency.

Duties

Help

As a Management and Program Analyst at the GS-0343-13 some of your typical work assignments may include:

  • Performs analytical duties that support audit-related programs within the DSCA.
  • Develops, coordinates, and assesses audit responses for the DSCA, as well as those of
    subordinate commands to include the Defense Security Cooperation University (DSCU),
    the Defense Institute of International Legal Studies (DIILS), Information Management &
    Technology (Mechanicsburg), and the Regional Centers.
  • Reviews and evaluates DoW Inspector General (IG), Government Accounting Office (GAO), and similar audits or assessments and associated documents to ensure DSCA responses are accurate, consistent, timely, well-coordinated, and compliant.
  • Plans and facilitates the decision-making process that culminates in the development of
    audit responses and implementation of corrective action plans related to those
    responses.
  • Recommends changes to audit procedures and proposed actions based on
    the results of previous studies and evaluations and presents facts and data. Consults
    representatives from the Office of the DoW IG and GAO and other audit entities, as
    needed, to fulfill DSCA's audit responsibilities.
  • Researches, develops, writes, coordinates, publishes, and disseminates policies,
    procedures, and guidance relating to managing, tracking, and responding to audits
    pertaining to SA and SC programs as well as those related to agency functional areas.
  • Coordinates with counterparts within the MILDEPs to ensure awareness of SA and SC related audits across the SC enterprise and to promote consistency across the community.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • implementing and maintaining an Audit Liaison program
  • analyzing and evaluating component-level auditing efforts to help determine overall performance
  • developing, coordinating, and assessing audit responses to include managing recommendations, corrective action plans, records of entrance and exit conferences, and other elements required
  • providing analysis and performance evaluation of the effectiveness and efficiency of processes and procedures throughout an agency.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Position Information:

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
