Summary

This vacancy consists of a variety of positions and grade levels aimed at insourcing critical skills. This position is located in NASA and is included within a specialty series that involves Management and Program Analyst responsibilities. Examples of the work will vary depending on each Center's role and responsibility to the mission.

Duties

Help

  • Serves as a senior Program Specialist responsible for coordinating and integrating business operations, program execution activities, and organizational initiatives supporting the mission objectives of the organization.
  • Performs oversight, management, and analytical activities associated with program operations, strategic planning, workforce utilization, resource integration, and organizational performance.
  • Advises management on program effectiveness, operational efficiencies, business processes, and organizational priorities to support executive decision-making.
  • Develops and evaluates business processes, operating procedures, and management practices to improve organizational performance and support mission accomplishment.
  • Conducts complex analyses of programmatic, operational, workforce, and resource data to identify trends, assess impacts, and provide recommendations to leadership.
  • Coordinates cross-functional activities among internal and external stakeholders to ensure alignment of program objectives, deliverables, schedules, and organizational priorities.
  • Prepares and presents executive-level briefings, reports, dashboards, and analytical products related to program status, organizational performance, workforce planning, and operational initiatives.
  • Monitors program activities and organizational performance against established goals, milestones, and strategic objectives and recommends corrective actions as necessary.
  • Supports organizational planning activities involving workforce management, business operations, program integration, and resource utilization.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:

a) One year of directly related specialized experience equivalent to the GS-09 level:

  • Assisting with program management, business operations, organizational analysis, or administrative activities supporting organizational goals and operational objectives;
  • Assisting with the development, review, or improvement of organizational processes, operational procedures, reporting methods, or administrative practices to support program effectiveness and organizational efficiency; and
  • Preparing reports, presentations, briefings, or analytical materials regarding program activities, operational issues, organizational processes, or management initiatives for use by management officials.


OR

b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

d) LL.M., if related

OR

e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

  • Performing program management, business operations, organizational analysis, or management advisory activities supporting organizational objectives and program operations;
  • Developing, evaluating, and improving organizational processes, operational procedures, reporting methods, or management practices to enhance operational efficiency and program effectiveness; and
  • Preparing and presenting reports, briefings, presentations, or analytical products regarding program status, organizational performance, operational initiatives, or management concerns for management officials.


To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Serving as a Program analyst, Management Analyst, or similar advisor performing program management, business operations, organizational analysis, and strategic planning activities supporting organizational objectives;
  • Developing, evaluating, and/or improving organizational processes, operational procedures, reporting methods, or management practices to enhance program effectiveness and mission accomplishment;
  • Preparing executive-level reports, briefings, presentations, or analytical products for senior leadership regarding program status, organizational performance, operational initiatives, or strategic objectives.
