Summary

This position is in the Office of Strategic Outreach and sits within the immediate Office of the Assistant Secretary for Veterans' Employment and Training Service. OSO engages with Federal, State, and local governments; private-sector employers and trade associations, institutions of higher learning, nonprofit organizations, and Veteran Service Organizations to establish and develop a network that enables the full potential of transitioning service members, veterans, and military spouses.

For the GS-14 Management and Program Analyst position the duties include:

- Leads the development of brochures, fliers, and general informational materials to promote licensing, credentialing and apprenticeship programs and participates in trade and job fairs and make presentations to targeted employers.

- Develops and fosters professional relationships with industry, apprenticeship coordinators (state and local), Department of Labor Apprenticeship Office, Advisory Committees' members, industry associations and community groups.

- Provide technical guidance on the development of training opportunities related to apprenticeships.

- Conducts research and analyzes the effectiveness of a variety of service delivery models and performance measures to determine the impact on program goals and objectives.

- Provides market research for employment trends in the apprenticeship and licensing and credentialing areas to determine new program needs for veterans and military spouses.

- Maintains and manages all VETS apprenticeship, licensing and credentialing, Skill Bridge, and on the job training (OJT) files and records.

- Helps in developing new or modified administrative program policy options and budget formulation for the execution of the transition programs involving apprenticeship, licensing & credentialing, and military spouses.

- Prepares directives for use by the field staff to provide guidance reflecting Department and Agency policies and to clarify relationships with other components to fulfill the mission.

Qualifications

You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below.

For the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes at least three of the following:

  • Engaging with a wide range of Federal, state, local, nonprofit, labor, education, or private sector partners to support and advance employment-focused initiatives.
  • Contributing to the review, analysis, and evaluation of programs, policies, and performance measures to identify opportunities for improvement and strengthen organizational outcomes.
  • Offering guidance, insights, and subject-matter support on issues related to licensing, credentialing, apprenticeship, workforce development, and employment or transition programs.
  • Developing a variety of written materials including reports, briefings, policy options, guidance, and leadership responses to inform decision-making and support organizational objectives.
