As a Management and Program Analyst, you will perform the following duties:
The duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee.- Serves as a senior Special Assistant and principal advisor to the Office Director.
- Serve as a senior advisor and recognized authority to executive leadership for guiding comprehensive, high level studies and analysis to evaluate the effectiveness of critical organizational programs and operations; interpret and formulate overarching agency policies, standard operating procedures, streamlines complex operations, and shape long-range highly strategic impactful goals.
- Serve as primary consultant and recognized expert providing authoritative guidance on highly complex, sensitive, or controversial issues; overseeing large-scale, long- range organizational analysis, planning, restructuring, and major resource allocation that aid bureau-wide initiatives.
- Anticipate and identify complex, sensitive, or politically significant issues affecting the Office, subordinate divisions, or Export Administration leadership.
- Identify the need for and lead strategic analyses of major issues impacting BIS operations, often advising matrixed teams of functional experts and subordinate staff.
- Serve as the primary senior liaison for the Office Director, ensuring alignment between Office priorities and Bureau and Department-wide strategic objectives.
- Serve as the official representative of the Office Director, conveying office positions and priorities in high-level meetings with senior officials from other Departments and agencies, foreign governments, and industry leaders; provide policy guidance, and advocate for organizational priorities.
- Formulate and implement policies, regulations, and procedures; evaluate the impact of newly enacted legislation on agency operations; prepare and complete essential correspondence, memoranda, policy documents, briefings, white papers, and regulatory materials for the Office Director.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:SPECIALIZED EXPERIENCE: You must possess
one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
- Identifying the need for and conducting studies of organizational and/or national security policies or programs to evaluate effectiveness and efficiency of operations; and
- Participating in projects (e.g. drafting project plans, providing information/data input, and/or evaluating the quality of the project results); and
- Developing and maintaining working relationships with multiple stakeholders (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); and
- Drafting correspondence, memoranda, briefings, and/or standard operating procedures to meet Office needs and respond to senior-level taskings related to national security.
To qualify at the GS-14 level:SPECIALIZED EXPERIENCE: You must possess
one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
- Identifying the need for and conducting studies of actual or proposed organizational national security policies or programs to evaluate effectiveness, efficiency and/or assess operational impact; and
- Coordinating projects, such as assembling and coordinating input from a project team, drafting and managing project plans, and/or monitoring the quality of the project results; and
- Communicating with and/or representing an organization to multiple stakeholders (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); and
- Developing written materials (e.g., correspondence, memoranda, briefings, standard operating procedures) related to national security program policies and/or management activities on behalf of the Office.
To qualify at the GS-15 level:SPECIALIZED EXPERIENCE: You must possess
one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
- Identifying the need for and conducting high-level analyses of actual or proposed organizational national security policies or programs, identifying strategic implications and advising senior leadership on recommended courses of action; and
- Leading projects from initiation to completion, including assembling and leading a project team, drafting, and managing project plans, and monitoring the quality of the project results; and
- Communicating authoritatively with and/or representing an organization to multiple stakeholders to advance an organizational position (e.g., leadership, internal or external stakeholders, and/or interorganizational partners); and
- Developing written materials (e.g., correspondence, memoranda, briefings, standard operating procedures) related to national security program policies and/or management activities on behalf of the Office.
