Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command, Fort Meade, Maryland.

Duties

Help

  • Analyze and evaluate requirements; develops recommendations; and determines necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of the Command's training and exercise programs.
  • Consults with technical subject matter experts (SMEs) to identify and evaluate impacts of emerging technologies and mission structure on training systems and policies.
  • Provides authoritative guidance, advice, and policy interpretation to program managers concerning management advisory services and their impact on joint training issues while dealing with difficult, complex, and often controversial issues.
  • Actively participates in and contributes to strategic planning to assure optimal organizational direction and focus as regards training using strategic planning tools and techniques.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • May occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by1) Securing critical funding by advocating for programs throughout the Planning, Programming, Budgeting, and Execution (PPBE), Program Objective Memorandum (POM), and Future Year Defense Plan (FYDP) cycles; 2) Developing long-range plans for the implementation of resources to support command training/exercise operations; 3) Streamlining policies and military requirements to build faster, more effective cyber training/exercise programs.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.
