Summary

Position is located in the Veterans Benefits Administration (VBA) Veteran Readiness and Employment Service in Washington, D.C. Position reports to the Executive Assistant of VR&E VBA. The incumbent assists the Executive Assistant on a wide range of matters and coordinates office activities with the front office staff. Position varying assignments according to expertise and familiarity with the administrative processes and technical aspects of program operations.

Specific duties include:

  • Coordinates and manages administrative, operational, and program management tasks for VR&E leadership, including tasker assignment and senior level meeting support.


  • Oversees procurement activities, purchase card compliance, travel card oversight, and financial accountability for administrative expenditures.


  • Serves as a subject matter expert for timekeeping and VATAS functions, ensuring accurate, timely, and compliant timecard processing.


  • Plans, coordinates, and moderates national and local VR&E events, including town halls, leadership engagements, and high-visibility executive forums.


  • Manages onboarding, IT access coordination, telework documentation, training compliance, and SharePoint administration for VR&E staff.


  • Conducts detailed analyses of staffing, workload, resource utilization, spending trends, and operational funding to inform leadership decisions.


  • Develops internal policies, SOPs, management controls, and administrative procedures to improve efficiency, compliance, and organizational effectiveness.


  • Supports national initiatives and cross organizational projects by providing analytical, coordination, communication, and implementation assistance.


  • Prepares reports, maintains administrative records, delivers presentations, and coordinates with internal and external stakeholders to support VR&E mission achievement.


Work Schedule: Full time, Monday through Friday

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience:


Applicants must have at least one year of specialized experience at the GS-12 grade level or equivalent.

  • Coordinating executive front office operations for a national program office, assigning taskers via SharePoint, maintaining a corporate mailbox, supporting senior level meetings, and producing/controlling executive briefing materials that include sensitive or pre-decisional information.


  • Leading procurement, purchasing, and travel/purchase card oversight, managing complex acquisitions for office operations; reconciling and tracking administrative purchases and reasonable accommodation expenditures; ensuring compliance with federal financial management requirements and internal controls; and advising staff on procurement procedures.


  • Serving as a timekeeping/VATAS subject matter expert, validating and certifying timecards, resolving errors, implementing controls and reporting procedures for overtime and staffing allocations, and training staff to ensure accurate, timely, and compliant timekeeping across the organization.


  • Conducting advanced program and financial analyses, evaluating staffing ratios, workload distribution, overtime and travel utilization, and organizational spending trends; developing management controls, SOPs, and actionable recommendations to improve operational efficiency, resource allocation, and fiscal accountability; and briefing findings to executive leadership.


  • Planning, coordinating, and moderating high visibility events and stakeholder engagements, leading national and local town halls, monthly staff/field calls, and executive forums; building agendas and speaker lineups; executing risk mitigation and post event analytics (feedback, action item tracking, follow-up); and integrating cross-divisional input to support leadership priorities and program outcomes.


Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
