Job Summary:
The Central Business District Tolling Program (CBDTP) is a complex, statutorily mandated initiative requiring the design, implementation, operation, and maintenance of a congestion pricing program within New York City's Central Business District. The program involves extensive coordination with federal, state, regional, and local agencies, private-sector partners, and the public, and encompasses roadway tolling technology, customer service operations, exemption and discount programs, performance reporting, stakeholder engagement, and regulatory compliance. Under the direction of the Business Manager, Back Office Services (BOS) & Exemptions, the incumbent will support the administration of internal audit and compliance activities related to the CBDTP Back Office Services, exemption, and discount programs. Working closely with internal stakeholders and other MTA departments, the position is responsible for evaluating program controls, monitoring compliance with business requirements, policies, and procedures, identifying operational risks, and supporting corrective actions to ensure the integrity, accuracy, and effectiveness of CBDTP operations.
Responsibilities:
- Assist in administering internal audit activities for the CBDTP back-office systems and operations, exemption programs, and discount programs to identify risks, strengthen internal controls, and prevent fraud, waste, and abuse.
- Validate exemption program application processing to ensure accuracy and compliance with established eligibility criteria, policies, and procedures.
- Assist in conducting internal control reviews and testing to evaluate the effectiveness of operational and financial controls.
- Analyze exemption and discount program data and trends to identify anomalies, discrepancies, control weaknesses, or potential misuse.
- Evaluate the performance and effectiveness of CBDTP back-office operations, exemption programs, and discount programs using qualitative and quantitative analysis to identify issues, root causes, and opportunities for improvement.
- Review and report on contractor compliance with contractual Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and performance standards.
- Research and resolve customer inquiries, disputes, and escalations related to toll transactions, billing, violations, exemptions, and discount programs.
- Communicate complex program requirements, policies, and procedures to customers, contractors, and stakeholders through written correspondence, presentations, and telephone support.
- Assist in processing exemption and discount program applications by reviewing submissions and validating supporting documentation to determine eligibility.
- Support the review and administration of appeals related to exemption and discount program eligibility determinations.
- Performs other duties as assigned

- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable

Qualification:
Bachelor's Degree in Arts/Sciences (BA/BS) from an accredited institution with concentration in one of the following or related areas: Business Administration, Public Administration, Project Management, or Finance, or a closely related field
Minimum 3 years in internal audit, compliance monitoring, internal controls, program administration, operations analysis, revenue assurance, fraud prevention and detection, or a related field.
Proficient in Microsoft Office applications (i.e., Excel, Word, Visio, PowerPoint, or Power BI), TEAMS, Zoom, or similar virtual platforms
Must have highly developed presentation skills, critical thinking
Excellent project management and/or organizational skills
Excellent research and writing skills
Strong time management skills
Self-motivated and proactive team player
Experience analyzing data, identifying trends and anomalies, and preparing reports and recommendations
Experience reviewing and interpreting policies, procedures, business requirements, and eligibility criteria
Preferred:
Master's degree in arts/sciences (MA/MS) in Business Administration, Public Administration, Accounting, Finance, or a related discipline
Familiarity with the MTA's policies and procedures
Understanding of B&T's E-ZPass and/or Cashless Tolling programs
Familiarity with NYCSC Operations
Knowledge of Key Performance Indicators and Service Level Agreements
Exposure to NYCSC contract, scope of work, and amendments
Intermediate working knowledge of SQL, Power BI and/or Oracle

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
