The primary purpose of this position is to serve as a Human Resource Liaison (HRL) project lead/manager responsible for conducting organization and HR process related studies and analysis of organization, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, function, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings. Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study. Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel.

In this role, you will be responsible for a diverse portfolio of duties involving a wide array of civilian personnel programs. You will serve as a project lead/manager, conducting studies and analysis of organizational functions to improve mission effectiveness. While consistently exercising independent judgment, you will act as the primary human resources focal point for assigned units, advising leaders on complex personnel issues. Your duties also include the requirement to prepare, receive, review, integrate, and control a wide variety of data and documents pertinent to manpower programs, and provide assistance and guidance to supervisors on the use and creation of official position documents.

Additional Position Requirements:

Must be able to obtain and maintain the required security clearance for the position.

May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.

May be required to work extended or other than normal duty hours.

Recruitment Knowledge, Skills, and Abilities

1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.

5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
