Responsibilities

Noblis is seeking an experienced Management Analyst SME professional to work in high paced dynamic mission environment located in Bethesda, MD. A successful candidate will work side-by-side with mission partners and customers to identify critical requirements, shape priorities, and translate needs into actionable project and program efforts. You'll help drive technical developments, coordinate cross-functional teams, and remove obstacles to accelerate progress on high-stakes national security initiatives. From concept to execution, you'll play a key role in delivering capabilities that directly support operational outcomes.

Job Responsibilities:
  • Portfolio Management - Monitor and analyze IT portfolio of programs and their associated capabilities and Services.
  • Strategic Planning - Support the evolution of the Sponsor's strategic direction and priorities.
  • Make recommendations to aid sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, capability and performance gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues.
  • Assist government clients with programmatic goals and objectives, schedules, and reports to the senior-level executives.
  • Communicate technical topics in a non-technical manner to senior-level audiences.
  • Collaborating across multiple entities.
  • Analyzing and measuring the effectiveness of existing business processes and developing sustainable, repeatable and quantifiable business process improvements.
  • Researching best business practices within and outside the organization, collecting and analyzing process data to initiate, develop and recommend business practices and procedures that focus on enhanced safety, increased productivity, and reduced cost.

Required Qualifications

  • US Citizenship is required.
  • Must have an active Top Secret Clearance with SCI and CI Polygraph.
  • Typically requires a BA degree with 12 + years of prior relevant experience OR Masters degree with 10+ years of prior relevant experience OR Associate's degree with 15+ years of prior relevant experience OR HS Degree with 18+ years of prior relevant experience.
  • Draft products that reflect strong writing and grammatical skills.
  • Knowledge of portfolio, program, and project management discipline.
  • Familiarity with planning, programing, Budgeting, and execution discipline
  • Knowledge of key performance indicators.
  • Ability to track upcoming deliverables and ensure team assignments are adequate to ensure all work is delivered on time.
  • Work with seniors in diverse, fast-paced, multi-task environment managing competing priorities.

Desired Qualifications

  • Experience working directly with mission users within the IC, DoD, or LE agencies, particularly in developing user campaigns and user-centered solutions.
  • Ability to lead cross-functional teams, managing both technical and non-technical personnel to execute complex programs and projects.
  • Understanding of DoD, IC, and LE programming and policy requirements, with the ability to align initiatives with federal standards and regulatory requirements.
  • Strong analytical competence, problem-solving, communication and organizational skills.
  • Produce deliverables in multiple formats as needed (e.g., Excel, Word, PowerPoint, etc.)
  • Ability to track upcoming deliverables and ensure team assignments are adequate to ensure all work is delivered on time.
  • Ability to ensure the customer is kept on track and aware of all upcoming deadlines.
  • Ability to juggle multiple tasks in a deadline-driven environment, and to deliver against deadlines with speed and accuracy.
  • Proactively prepare talking points and summaries to ensure the customers are well prepared for upcoming events.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $132,900.00 - USD $207,750.00 /Yr.
