Position Summary

We are seeking candidates who are passionate about creating the next generation of products and services.

The selected candidate will work a hybrid of remote and office work with our customer near Columbus MD. We are building a team to help the Cyber Talent Management Organization (CTMO) • the enterprise lead for cyber workforce development and management • develop, design, and establish the repeatable processes, standards, frameworks, and tools it will own and operate to close critical cyber workforce gaps. Using the DoD Cyber Workforce Framework (DCWF) as the common language for work roles, proficiency, qualifications, and workforce data, we design and stand up these capabilities; the Government operates them and retains every decision and authority. A s a Management Analyst • Subject Matter Expert (SME) supporting cyber workforce development (DCWF Work Role 751, Cyber Workforce Developer and Manager), you will design and establish the frameworks, career pathways, and workforce-development processes that let the Cyber Talent Management Office (CTMO) normalize cyber talent across the Services and components. You will use the DCWF as the anchor, crosswalk it against other national and international workforce frameworks, and design proficiency-based career paths, upskilling/reskilling approaches, and the workforce-data standards that make talent portable and measurable. Consistent with the CTMO principle of • enhance, do not duplicate,• you will connect and integrate existing frameworks, training, and data systems before proposing new ones • designing capabilities the CTMO can operate and sustain going forward.

What You'll Do
  • Establish the DCWF as the common language for cyber work roles, proficiency, and qualifications, and crosswalk it against other frameworks (e.g., NICE, SFIA, ENISA, and Service/partner frameworks) to align knowledge, skills, and tasks for talent management.
  • Design proficiency-based cyber career paths, specialization tracks, and cross-service crosswalks that enable long-term technical mastery.
  • Develop upskilling and reskilling training approaches that shorten workforce gaps, mapping vendor and provider content to DCWF work roles and coordinating training, certification, and progression-gate interfaces.
  • Assist in designing the workforce-data standards and interoperability approach • common definitions, minimum data set, and cross-system data exchange • so workforce data is portable across platforms and components.
  • Assist in drafting policies, procedures, and strategic action plans that advance the workforce model, and prepare staffed recommendation packages for Government approval.
  • Apply automation and AI/ML techniques to framework mapping and competency alignment to accelerate analysis and reduce manual effort.
  • Engage government, academic, and industry stakeholders (e.g., NIST, training providers, and Service workforce offices) to align standards and enable workforce-system interoperability.
  • Embed privacy, compliance, and data-protection requirements (Privacy Act, PII safeguarding) into every process by design, and document processes so the CTMO can operate, sustain, and refresh them after transition.

Requirements and Qualifications
  • Master's degree or PhD in a related field (e.g., cybersecurity, information systems, management, human capital, or a related discipline).
  • Minimum ten (10) years of relevant, specialized experience, including subject-matter expertise in cyber workforce frameworks (DCWF/NICE), workforce development, or human-capital strategy; at least five (5) years at a senior/expert level leading enterprise workforce initiatives.
  • Active TS/SCI required (CI polygraph preferred), as required by the position.
  • Experience designing career pathways, competency models, or training/upskilling plans for a technical workforce.
  • Experience drafting policy, procedures, or strategic plans in a DoD or federal environment.
  • Working knowledge of workforce data standards and interoperability (e.g., learner records, xAPI, or competency data exchange) and of privacy/PII protection requirements.

Desired Qualifications
  • Direct experience with USCYBERCOM, the DCWF/DoDD 8140-series, or Service cyber workforce programs.
  • Experience with cross walking international or private-sector frameworks (e.g., SFIA, ENISA, allied defense frameworks) against U.S. frameworks.
  • Hands-on experience mapping vendor/provider training content to competency frameworks, and with Learner Employment Records or Total Learning Architecture concepts.
  • Applied AI/ML or Python experience for automation of framework mapping, competency alignment, or workforce analytics.
  • Cyber or intelligence domain background (e.g., DoD, IC), and familiarity with non-personal-services support boundaries.
