The Opportunity

WSP is seeking a driven Senior IT Infrastructure Program Manager to join our IT Workplace, Collaboration & Infrastructure team and lead enterprise-scale technology transformation initiatives that support the delivery of our global technology roadmap.

In this role, you will oversee complex programs spanning cloud platforms, infrastructure modernization, and enterprise technology services. Working within a global team of Program and Project Managers, this role brings structure, alignment, and visibility across multiple workstreams, helping technology teams, vendors, and stakeholders successfully deliver strategic initiatives in a fast-paced environment.

Your Impact

Strategic Program Leadership
  • Lead enterprise-scale programs supporting cloud transformation, infrastructure modernization, and technology enablement.
  • Lead end-to-end program delivery from strategy and planning through implementation, operational readiness, and benefits realization.
  • Provide leadership and structure across ambiguous, fast-moving, and technically complex initiatives involving multiple stakeholders, teams, and external partners.
  • Partner with technology leaders, stakeholders, and delivery teams to translate strategic priorities into executable plans and measurable outcomes.
  • Establish the governance, structure, and alignment required to successfully deliver cross-functional programs in a global, matrixed environment.
  • Drive prioritization and execution across multiple workstreams by managing risks, dependencies, resource constraints, and delivery impacts.
  • Influence strategic decisions through clear reporting, stakeholder engagement, and data-driven recommendations.

Stakeholder & Executive Management
  • Build trusted relationships with executives, leaders, technology teams, and external partners.
  • Maintain stakeholder alignment and engagement through changing priorities, evolving risks, competing demands, and organizational complexity.
  • Prepare executive-level dashboards, status reports, and presentations.
  • Facilitate governance forums and leadership reviews.

Governance, Risk & Compliance
  • Maintain program-level governance structures and steering committees.
  • Establish and maintain program/project governance through effective management of risks, issues, dependencies, assumptions, decisions, and compliance requirements.
  • Coordinate cross-functional communications.
  • Prepare project plans including, work breakdown structures, scheduling, cost plan, quality plan, and change management plan
  • Drive accountability through clear ownership, action tracking, governance reviews, and timely escalation of unresolved issues.

Financial & Portfolio Management
  • Develop and manage program budgets and forecasts.
  • Monitor financial performance, resource capacity, and investment priorities.
  • Support business case development and provide portfolio-level visibility to technology and business leadership.

Vendor & Operational Readiness Management
  • Coordinate program and project delivery across internal teams and third-party vendors.
  • Manage vendor performance, contractual commitments, and service delivery expectations.
  • Oversee support transition, knowledge transfer, and service readiness activities.
  • Ensure sustainable support models, service ownership, operational processes, and documentation are established prior to go-live.
  • Identify process improvement opportunities.


Qualifications

The Skills That Set You Apart
  • Bachelor's degree in Project Management, Information Technology, Business Administration, or related field. Master's degree is an asset.
  • 10+ years of experience in program management, project portfolio management, or technology delivery leadership.
  • Excellent written and spoken English. French or Spanish language skills are considered an asset.
  • Experience operating within large, matrixed, and global organizations.
  • Experience leading enterprise-scale infrastructure and digital transformation initiatives with multi-disciplinary teams in fast-paced environments
  • Demonstrated leadership, adaptability and flexibility including ability to manage deadline pressure, ambiguity and change
  • Proven ability to multi-task, managing successfully multiple concurrent technology programs and stakeholders.
  • Excellent interpersonal and communication skills with the ability to interact effectively with all levels of management and foster collaboration.
  • Strong analytical and diagnostic problem-solving skills with the ability to provide effective solutions to identified problems.
  • Experience operating in Agile, waterfall, and hybrid delivery environments, with the judgment to apply the right level of structure based on program complexity.
  • PMP and PgMP certification is an asset.

    Compensation:
    Expected Salary (all locations): $119,600- $193,700
    WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
    Expected Salary (Colorado only): $119,600 - $181,100
