- You will serve as senior/staff analyst, evaluator and advisor supporting/leading the daily activities in the
Systems Engineering Department. - You will define and facilitate implementation of personnel management functions including civilian personnel management, civilian manpower analysis, awards administration, strategic staffing advice, and workforce development.
- You will provide functional/analytical expertise to senior management to identify and analyze position management issues associated with organizational changes.
- You will provide advice and guidance to senior management and employees on compensation policies and processes across multiple personnel systems.
- You will analyze and evaluate the effectiveness of management controls such as those for channels of communication, operating procedures, organization, and position structure.
- You will conduct job and data analysis to assist management in determining best strategies to obtain the right workforce with the right skills at the right time in order to have a highly skilled and productive workforce.
- You will oversee and respond to data calls with real-time authoritative data in a timely manner to allow department leadership to make sound recommendations and decisions.

QualificationsGS-12Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Evaluating new workforce requirements imposed in a department and recommend courses of action for improving management plans including long-term strategies, goals, and objectives; 2) Developing resolutions to organizational management issues, policy, and procedural changes; 3) Developing and maintaining organizational business plans including manpower needs as well as relevant data elements unique to the customer; 4) Representing management at command meetings and working sessions to exchange information concerning the management operations and data to be presented to ensure consistency in approach and output.
GS-13Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Using innovative workforce management practices and principles in resolving workforce problems, planning future organizational strategies, and monitoring workforce utilization; 2) Applying complex fact-finding, analytical, and problem solving methods and techniques to identify interrelated competency issues, draw conclusions, and recommend appropriate action or solutions to improve competency efficiency and effectiveness; 3) Demonstrating extensive knowledge of operating systems and departments in order to extract appropriate data to perform department analysis by developing and evaluating the effectiveness of new or modified competency objectives and operations; 4) Working knowledge of human resources, specialized software and analytical tools to conduct data analysis to advise management regarding attrition, trend, compensation, skills imbalance, reshaping, job turnover, demographics, exit interview.
