Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Management Analyst. The Management Analyst will carry out organizational studies and evaluations, assist with the design of management systems and procedures, perform work simplifications and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. The position is based at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC) in Blackstone, VA.
Essential Functions
- Functions as a Management Analyst with intermediate knowledge of management systems techniques, processes and technology that will optimize program operations;
- Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology;
- Analyzes administrative processes and/or office programs;
- Writes reports, letters, and other documents with recommendations for management programs, policies and activities;
- Assists with the development of new or revised management systems or procedures to facilitate the operation of programs within established guidelines;
- Performs administrative and financial analysis;
- Provides research, spreadsheet development, data collection, and analysis;
- Prepares various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports;
- Provides day-to-day support in diverse program activities and projects;
- Performs other related duties as assigned;
- Employee will require some supervision and has a growing opportunity to exercise independent judgment and initiative in the line of work.
- Design, develop, and maintain Power Platform solutions, including Power Apps, Power Automate workflows, SharePoint integrations, and Dataverse data structures to support business operations.
- Collaborate with stakeholders to gather requirements, translate business needs into technical solutions, and implement process improvements that increase efficiency and productivity.
- Provide application support, troubleshooting, reporting, documentation, user training, and data analysis while supporting multiple projects and program activities.
Supervisory Responsibility
None required for this position.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

- Must be able to remain in a stationary position 75% of the time.
- Occasionally moves about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
- Frequently moves standard office equipment up to 25 pounds.
- Must be able to work indoor conditions 90% of the time.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed.
Travel
Travel as necessary to other U.S. and foreign training sites, though it is not expected that such travel will exceed 25% of total work time.
Experience
Seven (7) years of relevant experience.
Education
High school diploma; an Associate’s or Bachelor’s Degree or equivalent experience is preferred.
Additional Eligibility Qualifications
- Must possess excellent command of the English language and excellent writing skills;
- Must be proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel);
- Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices;
- Intermediate knowledge of and skill in applying analytical and evaluative techniques in order to carry out studies and analyses of management functions or programs;
- Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and intermediate knowledge of management and organizational techniques, systems and procedures to perform analytical studies;
- Department of State experience preferred.
- Experience designing, developing, and supporting solutions using Microsoft Power Platform, including Power Apps, Power Automate, SharePoint, and Microsoft Dataverse.
- Ability to translate business requirements into technical solutions, automate processes, and implement workflow improvements that enhance operational efficiency.
- Strong analytical, troubleshooting, and problem-solving skills with experience supporting applications, data management, reporting, and process optimization.
Security Clearance
Must be able to obtain/maintain a SECRET security clearance.

Compensation and Benefits
The expected compensation range for this position is $90,000.00 to $100,000.00 per year negotiable depending upon education and experience.
