Full Job Description
Management Analyst Washington Navy Yard - Onsite EnProVera is seeking a Program Analyst in Washington, DC at the Washington Navy Yard. This position will work closely with the US Navy Disability Evaluation System (DES) Counsel Program Manager (PM), DES Counsel Program Administrative Officer, attorneys, and program paralegals and will be assigned related duties as required. The Management Analyst must be self-motivated and able to manage multiple tasks, able to work with diverse people, work independently, and carry a heavy workload. Basic Position Responsibilities: The Program Analyst supports the DESCP organization by conducting management analysis, process improvement, and administrative coordination. Responsibilities include implementing policies and procedures related to staffing, classification, and personnel actions, as well as assisting with manpower studies, hiring processes, and funding requests. The role involves analyzing workflow processes, streamlining RPAs, and preparing statistical reports to enhance operational efficiency. The analyst ensures compliance with regulations, maintains personnel records, and supports onboarding/offboarding processes. Additionally, they manage administrative programs, coordinate with various offices on budgeting, performance management, IT procurement, and emergency planning, and oversee database maintenance and reporting. Other duties include market research, contract support, property inventory tracking, and preparing presentations and reports for training and outreach initiatives. Proficiency in Microsoft Office, database management, and federal personnel processes is essential. Required Skills and Experience: 37Bachelor's Degree37Experience applying law, policies, regulations, principles, standards, and procedures to develop studies, metrics, methods, and recommendations for program compliance or improvement.37Excellent computer skills, particularly with Microsoft Office, including Word, Outlook, Excel, Teams, and SharePoint, as well as Adobe and the internet-based file sharing program DOD SAFE. 37Demonstrated ability to convey written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling.37Demonstrated ability to work with a geographically separated team that may include remote members. 37Familiarity with federal hiring processes, policies, and regulations.37Experience retrieving, entering, and interpreting data extracts and reports from automated databases.37Experience implementing management policies, procedures, and office regulations in the areas of staffing and administrative support.37Experience identifying and analyzing problems, weighing relevance and accuracy of information, seeking, generating, and evaluating alternative perspectives/solutions, and making timely and effective recommendations.
